This year, most municipalities guarantee families a discount on Municipal Property Tax (IMI), which varies between 30 and 140 euros, depending on the number of dependents, for the year 2023. Good news for property owners who They must pay this tax, in full or the first installment, by the end of this month.

Of the 278 municipalities on the continent, 255 have family IMI, which provides a discount of 30 euros for those with one dependent, 70 euros for those with two and 140 for those with three or more children. In other words, 23 local authorities do not make any discounts, including markedly urban areas, such as Matosinhos or Vila Nova de Gaia, and other rural areas, such as Vidigueira.

Owners have already started receiving letters or electronic notifications to pay this tax by May 31st. Anyone who has to pay 100 euros or less will only have one installment, while anyone who has to pay between 100 and 500 euros will have to pay again in November. For taxes worth more than 500 euros, payment is made in three phases, that is, in May, August and November. There is also the option to pay the tax in full this May.Charged by the Tax Authority, this tax is aimed at local authorities, which also define, between 0.3% and 0.45%, the rates on the asset value of urban properties to be paid by their residents, which could translate into savings for owners. The so-called rustic buildings also pay IMI, at a rate of 0.8%.Conversely, owners may be exempt from paying IMI, depending on the value of the properties or their own family income, temporarily or permanently. But only if they are intended for permanent housing.
According to the latest statistical report from the Tax Authorities, the exempt Tax Asset Value (VPT) represented 22% of the total value of rural buildings and 17.11% of the total value of urban buildings.On the other hand, local authorities can also penalize, by increasing the tax rate, vacant or dilapidated properties. According to the Tax Authorities, 64 local authorities decided to use the prerogative provided for in the IMI Code this year. In 2022, 1.5 billion euros were collected from this tax, according to tax statistics.Urban buildings represented 41.97% of the total number of registered buildings, and rural buildings, 58.03%. Of the amount collected, the tax authorities transferred 1.4 billion euros to the municipalities’ coffers.Tax authorities value assets at 460 billion euros
The Tax Authority charged the Municipal Property Tax (IMI) to assets valued at 460 billion euros, according to the latest tax report, published in 2023, but relating to 2022. The Tax Asset Value (VPT) is, as the name suggests, the value that the Tax Authority gives to properties, taking into account their location, size and even age, which can be aggravated by swimming pools. As a rule, this value is periodically reviewed by the Tax Authority. It is also updated whenever the property is transacted.
