Luís Montenegro takes office this Tuesday afternoon as prime minister and will change the structure of some portfolios within the Executive. Among these changes is, apparently, the return of transport to the Ministry of Infrastructure and Housing, a union that António Costa’s Executive had broken.

Therefore, this means that the protection of the Lisbon and Porto subways, public road transport, taxis or even TVDE vehicles passes into ‘the hands’ of Minister Miguel Pinto Luz, who will now have three heavy dossiers to resolve – the privatization of TAP, the new Lisbon airport and the serious housing crisis, the newspaper Eco reported exclusively this Tuesday.

The novelty is the accumulation of these two portfolios with Housing, which, in turn, should have a State secretariat.

Another significant change involves the return of European Affairs to the Ministry of Foreign Affairs, supervised by Paulo Rangel, according to Eco.

In this way, Montenegro will undo the major organizational change of the previous Government and will relocate it to its place of origin.

Rangel will be in charge of the secretariats of State for Portuguese Communities and Cooperation, however, he loses the secretariat for Internationalization, which becomes the responsibility of Pedro Reis’ Ministry of Economy.

Two other State secretariats – the Sea and the Tourism – will remain under the head of Economy, as was the case under the Costa Government.

The management of European community funds, namely the Recovery and Resilience Plan (PRR), was divided between the Presidency and Cohesion portfolios. However, from now on, it will be concentrated under a single authority, Territorial Cohesion.

Montenegro also decided to unite Education and Higher Education in a single ministry – that of Education, Science and Innovation – headed by Fernando Alexandre, although it is planned that they will have autonomous State secretariats.

Finally, the same newspaper states that the supervision of Public Administration still has an uncertain future. But, one of the two: either he returns to the Ministry of Finance or he remains in the Presidency.

It should be remembered that the Prime Minister, Luís Montenegro, and his 17 ministers take office at the Ajuda National Palace this Tuesday, at 6 pm.

Secretaries of State are sworn in two days later, on Friday, at the same time.
