The constitution of the Coimbra Intermodal Transport System Management Entity (A-GIT) will be debated at this Monday’s Chamber meeting.

A-GIT will be responsible for managing the integrated transport ticketing system in the region, allowing a user to use the same pass to travel across the region’s various transport operators.

The constitution of the entity will take place in several phases and involves an investment by the Municipality until 2027, amounting to more than 325 thousand euros in 2024. After approval at a Chamber meeting, the constitution of the Entity will go to the Municipal Assembly for deliberation.

The A-GIT of Coimbra, which will be responsible for managing the integrated transport ticketing system in the region, will be constituted by the City Council (CM) of Coimbra and the Intermunicipal Community Region of Coimbra (CIM-RC).

Based on the preliminary studies developed and the conclusions of the working group, it is understood, as explained in the municipal information, that the corporate nature figure is the “most appropriate”, as it allows the creation of “an autonomous structure capable of developing the competences of transport authority and, consequently, manager of the intermodal system”.

This institutional model will enable a true intermodal system in the Coimbra region, “benefiting users of public passenger transport services through interoperable ticketing typologies and common tariffs, allowing users not to be penalized for transfers”.

Thus, with the future integrated transport ticket, promoted by A-GIT, it will be possible for anyone to travel on the Mondego Mobility System (SMM), on SMTUC, on transport services concessioned by CIM-RC or on Comboios de Portugal (in certain services).

Given the initial investment needs established for A-GIT’s share capital, in the amount of 1,165,594 euros, CIM-RC will hold 50.1% of the share capital and the Municipality of Coimbra will hold 49.9%. This participation by the Municipality involves an investment of 581,632 euros until 2027. Later this year, the Coimbra City Council will invest 325,245 euros; in 2025: 153,443 euros; in 2026: 55,239 euros; and in 2027: 47,605 euros.

After approval at a Chamber meeting, the constitution of the Entity goes to the Municipal Assembly for deliberation. And after approval by the Municipal Assembly, the next step will be submission to the Court of Auditors, for the purposes of prior inspection. Then, after approval from this Court, the company’s constitutive contract can be granted.

The process that now led to the proposed constitution of A-GIT began in 2019, with the creation of a protocol between the Municipality of Coimbra and CIM-RC to define a tariff system for the Coimbra Region, in order to guarantee citizens’ access to mobility through a fair, affordable tariff, in order to create conditions for the modal transfer from individual transport to collective public passenger transport, enhancing the attractiveness of public transport and modal transfer.

Subsequently, in 2022 and by order of the State Secretariat for Decentralization and Administration, Mobility and Infrastructure, a working group called «Working Group for the Creation of the Management Entity of the Intermodal System of the Coimbra Region» was created, with the aim of evaluating the conditions under which the entity responsible for managing the intermodal system should be established. This group included representatives from IMT, which was responsible for coordination, from CIM-RC, from CM of Coimbra, from CP and Metro Mondego.
