The Intermunicipal Community (CIM) of Alto Minho unanimously approved the 2023 financial statement, which revealed a positive net result of around 302 thousand euros, it was announced today.

In a statement, the CIM of Alto Minho, headquartered in Ponte de Lima and comprising the 10 municipalities of the Viana do Castelo district, explained that the positive result presented resulted from “a total of income in the order of 3.4 million euros and a global amount of expenses of 3.1 million euros”.

In 2023, the year to which the accounts approved by the Intermunicipal Assembly relate, on Monday, in Paredes de Coura, the budget of the CIM of Alto Minho presented a value of 7,079,647.83 euros, a “decrease of 16%” in relation to 2022.

The reduction was justified “by the closure, in 2022, of projects with community co-financing approved within the scope of Portugal 2020 and territorial cooperation programs, with those carried over to 2023 with reprogramming approved or being formulated having a less significant financial allocation”.

Another of the reasons cited by the CIM of Alto Minho is related to “the final negotiation period of the operational and thematic programs of the new European programming cycle Portugal 2030”.

The 2023 report and accounts highlights, among “the most notable achievements in 2023, the closure of the “Pact for Development and Territorial Cohesion (PDCT) “Alto Minho 2020”, placing CIM Alto Minho as an intermediate management body of the PDCT, with the best execution rate in the North region, 99.9%, with the North average being 92.1%”.

The Alto Minho CIM also highlights “the closure of the anchor projects foreseen in the “PROVERE Minho Innovation” initiative, developed in partnership between the Alto Minho, Cávado and Ave CIMs, the Local Development Associations (ADL) and the main institutions of the Minho scientific and technological system, with a fund of around 20.6 million euros for the 24 municipalities that are part of this strategy in the Minho sub-region”.

The “Planear to Intervene” project, which aimed to stimulate a process of deepening the “Alto Minho 2030” Strategy, aiming to mobilize local and regional actors for the structuring, specialization and definition of strategic projects and initiatives, and the recognition of Local Action Group (GAL) Coastal North Coast are other “marking” actions of 2023.

The recognition of the GAL Costeiro Litoral Norte “will allow support for initiatives to promote the competitiveness of the coastal territory of the North Coast, promoted through local partnerships in the public, associative and private sectors, with an allocation of 2.5 million euros (expense public approved)”.

The tourist valorization of Alto Minho, the promotion of sustainable tourism, the project “Feast Food systems that support transitions to hEalthy And Sustainable diets”, which aims to catalyze a fair transition to a food system that envisages great gains for people and the planet and for the public and private sectors, and the Action Plan for Sustainable Urban Mobility, continuing the initiatives of the Incentive Program for Collective Public Passenger Transport (Incentiva+TP), are other actions highlighted.

In 2023, among other projects, “free passes were also awarded to young students, in the under 18+TP and under 23+TP student categories, free passes were designated for young students, as well as the procedures relating to their operationalization and compensation”.
