A Social Benefit for Inclusion (PSI) is a cash benefit paid monthly to people with disabilities, with a degree of incapacity equal to or greater than 60%, at the date of submission of the application, duly instructed, with a view to promoting their autonomy and inclusion Social.

According to Social Security, this benefit is made up of three components:

  • Base component – “The basic component of the benefit is intended to compensate for the increased general costs that result from the condition of disability and, in addition to being granted to new applicants, it replaces three benefits: lifetime monthly allowance, social disability pension and disability pension for transitional regimes for agricultural workers”;
  • Complement – “The supplement to the benefit constitutes an increase in the amount paid for the base component, and aims to combat poverty among people with disabilities who live alone or in households with economic need or insufficient resources”;
  • Majorization – “The increase in the benefit is intended to replace the benefits that in the previous disability protection regime were intended to compensate for specific increased costs resulting from the disability condition.”

Who is entitled?

A person with a disability is entitled to Social Benefit for Inclusion if:

  1. Have legal residence in Portugal (or are in other situations, provided for in international instruments or special legislation);
  2. Have a disability with a degree of incapacity equal to or greater than 60%, duly certified; Note: This standard covers firefighters, professionals or volunteers, security forces, the Armed Forces, maritime police, professionals from INEM, IP, and forestry sappers aged between 55 years and the age normal access to an old-age pension whose disability results directly and exclusively from an accident occurring between those ages, by force and in the exercise of a mission in a protection and relief operation, duly registered in the own systems of the National Emergency and Civil Protection Authority, and the which results in a disability equal to or greater than 60%, duly certified under the terms set out in article 34 of DL no. 126-A/2017, of October 28, and verified by the competent social security services.
  3. Have a disability with a degree of incapacity equal to or greater than 80%, if you are entitled to a disability pension.
  4. You have a disability with a degree of incapacity equal to or greater than 60% and less than 80%, and meet the remaining conditions for attribution, in the case of being entitled to a disability pension under the general regime whose payment of the pension is suspended due to compensation for third party liability.
