According to the vehicle, agents responsible for executing the 12 search and seizure warrants in Rio de Janeiro received generic information about the case. The warrants were authorized by Minister Alexandre de Moraes, of the Federal Supreme Court (STF).

In addition, according to journalist César Tralli, from Rede Globo, the decision to bring forward the operation was taken on the night of Thursday to Friday, in Brasília. The leadership of the Attorney General’s Office (PGR), the Federal Police (PF) and auxiliaries of the Federal Supreme Court (STF) were involved.

The urgency was due to the approval of the plea of ​​former military police officer Ronnie Lessa, last Tuesday, the 19th. Details of the plea began to be disclosed and could disrupt the operation. Furthermore, evidence was found that relatives of the targets of the investigation were moving to leave Brazil.
