Notary offices in the Federal District have a new price list, in force since March 18, 2024. The changes in the amounts charged for notary and public records services were approved by Congress in November 2023.
Parliamentarians excluded the 10% tax that would be charged on emoluments. This extra amount would be used to finance the Federal District Justice modernization program.
The President of the Republic, Luiz Inácio Lula da Silva (PT), vetoed the section of the new law that created the Compensation Account for the Civil Registry of Natural Persons (CCRCPN), with a rate of 7% on emoluments, which would be administered by the Association of Notaries and Registrars of the Federal District (Anoreg-DF).
According to the federal government, this charge would allow a private entity to manage tax amounts.
Lula also vetoed another item of the project approved in Congress that allowed the annual updating of tables using the Broad National Consumer Price Index (IPCA), from the Brazilian Institute of Geography and Statistics Foundation (IBGE).
The Presidency’s understanding is that the Court of Justice of the Federal District and Territories (TJDFT), author of the law, already readjusts the values annually, according to inflation for the period.
New values
One of the changes approved in the new law refers to the price for marriage in the civil registry, which has become cheaper. The cost for the link at the registry office was R$227.38 and, since March 18, it has been R$170.
On the other hand, the power of attorney for vehicle transfer became more expensive. Notary offices charged R$55.40 per simple power of attorney or in a separate case with a grantor.
The new table has a different value for each type of power of attorney. In the case of the document that gives the power to sell a motor vehicle, the citizen must pay R$267.50.
