The Secretary of Public Security of Ceará, Samuel Elaniostated that the murder at the Dr José Frota Institute was a “passional crime” carried out by a former employee of the municipal unit. The man has already been identified and was arrested this Tuesday (23), as reported by the State Governor, Elmano de Freitas (PT).
According to the state manager, who was at the hospital after the incident, the former employee was fired in 2022, managed to enter the unit with facial recognition and “out of jealousy” carried out the murder. His partner also works at the hospital. “It’s not about public safety,” said Elânio, in response to Mayor José Sarto (PDT), who spoke out on social media, classifying the murder as a “brutal” crime ” and stating that “the State Government’s paralysis in combating factions does not appear to be just incompetence, but also complicity”.
“This person has been identified. The Security forces of the State of Ceará are already looking for the person responsible to carry out his arrest in the act. If the Municipality is not able to guarantee security with the hospital’s Municipal Guard, it would not be up to the public security system of the State of Ceará. Security at the IJF
After the hypotheses of a crime of passion were raised by the SSPDSthe IJF superintendent, José Maria Sampaio, pointed out other details that, according to the administration, should be considered to analyze the situation.

We are a reference trauma hospital throughout the State of Ceará, every day we receive more than 15 victims of gunshots, knife attacks and urban violence. Every day, Municipal Guard Colonel Heraldo Pacheco pointed out, 20 guards work to provide security at the Instituto Doutor José Frota.
