The Attorney General’s Office (PGR) presented this Thursday (9) a complaint to the Federal Supreme Court (STF) against the Brazão brothers and police chief Rivaldo Barbosa, who are classified by the body as those responsible for the murder of councilor Marielle Franco and his driver Anderson Gomes.

Based on the complaint, the Federal Police arrested Domingos Brazão’s former advisor, Robson Calixto da Fonseca, known as “o Peixe”, and the military police officer Ronald Alves de Paula, Major Ronald, appointed as former head of the militia of Muzema, which operates in the west zone of Rio de Janeiro. Both were denounced by the Attorney General’s Office as participants in the attack.

The hours leading up to the murder of Marielle Franco

In the piece presented to the STF, the PGR details how Marielle Franco’s murder was planned and points to Major Ronald as the person responsible for monitoring the councilwoman, mapping her daily life and planning her murder.

According to the PGR, Ronald, who monitored the councilwoman’s networks, became aware of the event she would participate in at Casa das Pretas, on March 14, 2018, which is located on Rua dos Inválidos, and called Edmilson “Macalé”, who he was a liaison with Ronnie Lessa, the former police officer who executed Marielle Franco, and passed on the Major’s information.

Furthermore, the PGR states that the place of execution of Marielle Franco was chosen by the delegate and former head of the Civil Police, Rivaldo Barbosa. The objective is for the crime to be committed far from the City Council to “avoid the political connotation of the crime”.

“In relation to Rivaldo Barbosa, Ronnie Lessa declared that he accepted the murderous undertaking, as the Brazão brothers expressly stated that the then head of the PCERJ Homicide Division had contributed to the preparation of the crime, actively collaborating in the construction of the execution plan and ensuring that there would be no repressive action on the part of the Civil Police. Ronnie pointed out that Rivaldo demanded that the MF da S. not be executed on the way to or from the Rio de Janeiro City Council, as this fact would highlight the political connotation of the homicide, leading to pressure on police forces to respond efficiently”, reveals a Federal Police report that G1 had access to.

New arrests

This Thursday morning (9), the Federal Police arrested Domingos Brazão’s former advisor, Robson Calixto da Fonseca, known as “the Fish”, and the military police officer Ronald Alves de Paula, Major Ronald, identified as a former head of the Muzema militia, which operates in the west zone of Rio de Janeiro. Both were denounced by the Attorney General’s Office as participants in the attack that resulted in the death of councilor Marielle Franco and her driver Anderson Gomes.

Furthermore, the PGR denounced the brothers Domingos and Chiquinho Brazão and police chief Rivaldo Barbosa as having ordered the murder of Marielle Franco and Anderson Gomes. The complaint has already been delivered to the Minister of the Federal Supreme Court (STF) Alexandre de Moraes.

Robson Calixto, denounced for criminal organization, was arrested in Rio. Major Ronald, denounced for participation in the homicide, was already detained in a federal unit.

Those responsible for the murder of Marielle Franco and Anderson Gomes

In the complaint presented to the STF, the PGR concluded that the Brazão brothers and delegate Barbosa should be prosecuted and convicted for the murder of Marielle Franco and Anderson Gomes.

The Brazão brothers and police chief Rivaldo Barbosa are identified as the masterminds of the crime and for being part of a criminal organization.

According to the PGR piece, Ronnie Lessa met with the Brazão brothers and was promised that he would be paid for the murder of Marielle Franco.

Furthermore, the PGR, in its complaint, states that the economic land interests of the Brazão brothers, their relations with the militias and friction with political opponents, including councilor Marielle Franco, are determining factors.

In this way, Marielle Franco’s execution is “100% part of the obsession with real estate exploitation dominated by the militia.”

The prisons

Chiquinho Brazão was arrested on March 24, a Sunday, by the Federal Police, alongside his brother Domingos Brazão – counselor at the RJ State Court of Auditors – and Rivaldo Barbosa, delegate and then head of the Rio Civil Police who worked to stop investigations into the crime.

The trio was named as the mastermind behind the execution in the plea bargain of Ronnie Lessa, the man who actually pulled the trigger that night of March 14, 2018. The deputy is in the Federal Prison of Campo Grande, in Mato Grosso do Sul, which is from maximum security. He was expelled from União Brasil, his former party, after his arrest as the person behind the murder.

Against Chiquinho Brazão there are accusations arising from the Federal Police investigation into the biggest political crime since redemocratization. There is also the possibility that he will flee the country while the investigations and proceedings are ongoing. But Bolsonarist parliamentarians and his defense also pointed out his arguments.

Who is Domingos Brazão?

Brazão is one of those politicians who complete the bingo card, with accusations of corruption, fraud, administrative misconduct, vote buying and even murder.

Former Attorney General of the Republic Raquel Dodge formally accused him of participating in Marielle’s murder, stating that “Domingos Brazão engineered the crime of murder against councilor Marielle Franco”. He is now definitively identified as the mastermind of the crime through the plea bargain of Ronnie Lessa, the executor. His defense says he is innocent.

Leader of the Brazão clan

According to investigations by the Civil Police and Rio’s own Public Ministry, the Brazão family is an important political group in Rio de Janeiro. The clan is suspected of links with the Rio das Pedras militia and also with the Crime Office.

In addition to the leader, Domingos, the clan is made up of state deputy Manoel Inácio Brazão, better known as Pedro Brazão, and Chiquinho, Marielle’s colleague in the Chamber at the time of the murder.

Diplomatic passports received from Jair

João Vitor Moraes Brazão and Dalila Maria de Moraes Brazão, son and wife of federal deputy Chiquinho Brazão (Avante-RJ), received from Itamaraty, during the government of then president Jair Bolsonaro (PL), the diplomatic passport on July 9, 2019 .

According to an article in Brasil de Fato at the time, the parliamentarian, who also has the document, is the brother of Domingos Inácio Brazão, appointed by Elcio de Queiroz and confirmed by Ronnie Lessa, as ordering the murder of former councilor Marielle Franco and her driver, Anderson Gomes.

Domingos was, at the time, an advisor to the Court of Auditors of the State of Rio de Janeiro (TCE-RJ), he was accused of obstructing investigations into Marielle’s murder, which occurred in March 2018, and suspected of being one of the masterminds of the crime .

The members of the Brazão family are on a list of 1,694 diplomatic passports issued by the Jair Bolsonaro (PSL) government until August 15 of that year. Brasil de Fato had access to the distribution of passports through the Access to Information Law.

Links with Flávio Bolsonaro

The diplomatic passports given by Jair Bolsonaro (PL) to the wife and son of federal deputy Chiquinho Brazão (União) is just one of the ties that connect the two families, which have historical ties with the militia that operates in the Rio das Pedras region, in the west zone of Rio de Janeiro.

But the partnership relationship dates back to the times of Alerj, when Domingos and Flávio Bolsonaro formed links with each other. Domingos Brazão acted in a double role with Flávio Bolsonaro (PL-RJ) in the Legislative Assembly of Rio de Janeiro (Alerj), whom he had as a kind of pupil.

“Your excellency is a young deputy and, even so, it is clear, not only from your statements today, but from your stance in plenary, that your excellency seeks to preserve what is best, the greatest institution, which is the family Unfortunately, there are those who believe otherwise. I see parliamentarians presenting projects that aim to free marriage between men and women, and other things. it is the result of your parents’ education, a matter of upbringing”, said Brazão, addressing Flávio Bolsonaro in the March 4, 2006 session of Alerj.

The praise came after Bolsonaro’s son praised Brazão’s project to grant the title of citizen to pastor Sebastião Ferreira, from the First Baptist Church of Vila da Penha, who died in 2017.

The double between Brazão and Flávio Bolsonaro took place in several proposals at Alerj. In 2014, Brazão was the rapporteur of Flávio’s project to create the Escola Sem Partido program in the Rio de Janeiro education system. In the same year, the two served together on the house’s Constitution and Justice Committee.

Militia and crime bureau

In addition to the customs agenda, Flávio Bolsonaro and Domingos Brazão did double duty in defending the militias in Rio de Janeiro. In 2006, when Marcelo Freixo created the CPI das Milícias, only the two of them took a stand against it.

Brazão’s whistleblower, Ronnie Lessa lived about 100 meters from the Bolsonaro clan’s residence in the Vivendas da Barra condominium. In “A República das Milícias”, writer Bruno Paes Manso says that Lessa was “a casual killer, but maintained contacts with the Crime Office and with militiamen from Muzema, linked to Captain Adriano”.

In the book, the journalist also talks about Lessa’s relationship “with big names, like Rogério de Andrade and Domingos Brazão”

“Captain Adriano”, to whom he was referring, is Adriano da Nóbrega, who commanded the Crime Office and employed his mother, Raimunda Veras Magalhães, and his ex-wife, Danielle Mendonça da Costa da Nóbrega, in Flávio Bolsonaro’s office at Alerj . According to MP-RJ, the two were part of the “cracking” scheme in the cabinet.

Killed in 2020, the militiaman was introduced to the Bolsonaro clan by Fabrício Queiroz, who also has links with the Rio das Pedras militia.

During investigations into Marielle’s death, the Public Ministry of Rio de Janeiro (MP-RJ) seized a diary with Queiroz’s wife, Márcia Oliveira de Aguiar.

In the guidebook, which should be used by Márcia to help the family if Queiroz is detained, there is a colonel identified as a friend of Queiroz and “Bração’s right-hand man (sic)”, a possible reference to Domingos Brazão.

In the notebook there were still names of people linked to the Bolsonaro clan and also to Adriano da Nóbrega.

Another link between Flávio and Brazão, who were part of the “public security” bench at Alerj, is former camera assistant Luciano Silva de Souza.

Souza was placed in 2019 by his godfather, Domingos Brazão, as deputy director of TV Alerj, the highest in the department’s hierarchy, and was responsible for managing a contract worth around R$800,000 per month (almost R$10 million annually). with an outsourced company, Digilab.

On his CV, Souza listed his performances in recent PSL electoral campaigns, such as Flávio Bolsonaro’s role in the Senate.
