Russia on Friday vetoed, as expected, a resolution presented by the United States and Albania at the UN Security Council that condemned Russian annexation referendums in Ukrainian territories under occupation of Moscow.

The resolution received 10 votes in favour, one against and four abstentions.

The draft resolution, entitled “The So-called Illegal Referendums in Ukraine”, condemned the consultations organized and carried out by Russia from 23 to 27 September in four occupied regions in Ukraine and declared that they are not valid and cannot form the basis for the annexation of these regions by the Kremlin.

“Do you really expect Russia to pass this resolution?” questioned, ironically, Russia’s Permanent Representative to the United Nations, Vasily Nebenzia, before vetoing the bill.

As the resolution was vetoed by Russia – which has the right of veto as a permanent member of the Security Council – the project must go to the vote of the UN General Assembly, where the overwhelming majority of countries have condemned the Russian invasion of Ukraine.

On Thursday, the UN Secretary-General warned Russia that the annexation of Ukrainian territories “will have no legal value and deserves to be condemned“, stressing that “cannot be reconciled with the international legal framework“, in what was one of the strongest statements made by António Guterres since the Russian invasion of Ukraine.

On September 21, Russian President Vladimir Putin announced plans to hold referendums in the Donetsk, Lugansk, Kherson, and Zaporijia regions and partially mobilize military reserves to support Russia’s war effort in Ukraine.

After the referendums, which, according to the Kremlin, were supported by the majority of the population, the four regions of Ukraine will now be incorporated into Russia.

In 2014, Russia had already used the result of a referendum held under military occupation to legitimize the annexation of Ukraine’s Crimea peninsula in the Black Sea.
