Anacom decided to impose a fine of 399 thousand euros on CTT for “breach of several obligations to which they are subject as a provider of the universal postal service. The regulatory entity led by Sandra Maximiano explains that “adequate quality standards that should be ensured in the provision of universal service were not met, in particular, the violation of the objective of postal network density and minimum service offerings” provided for by the Postal Law .

Anacom adds that the company chaired by João Bento also sent “information that was found to be unreliable, regarding compliance with postal network density objectives and minimum service offerings relating to the 2nd, 3rd and 4th quarters of 2016 and 1st, 2nd and 3rd quarters of 2017”.

Network density can refer to the number of establishments where postal services are provided, such as stores or post offices, but also to the number of mailboxes and mailboxes, where users can deposit correspondence for sending and which They are another means of accessing the postal network.

“Situations in which CTT were not providing updated information, in their postal establishments, regarding IQS” were also identified. All these failures, including the “provision of incorrect information”, limit citizens’ access to the universal postal service, jeopardize the security, secrecy and inviolability of their correspondence and seriously harm “the exercise of the functions entrusted to Anacom”, according to regulation and supervision of the postal sector.

The regulatory entity adds that “the period available to CTT to challenge this decision in court” is still running.
