The debt renegotiation program aimed at entrepreneurs, called “Desenrola Pequenos Negócios”, was launched on Monday (22) by the federal government under the umbrella of the credit access democratization program, Believe.

The initiative, which has been in effect since Tuesday (23), uses as a reference Desenrola Brasil, a program from the Ministry of Finance extended until May 20, which targets individuals with a negative CPF.

Desenrola Pequenos Negócios, whose format is the same as Track 2 of the original program, targets MEIs, micro-enterprises and small companies with annual gross revenue of up to R$4.8 million who are in default due to bank debts.

Until the end of this year, businesspeople included in this group will be able to renegotiate their debts with discounts that will vary between 40% and 90%, according to Márcio França, Minister of Entrepreneurship, Microenterprise and Small Businesses.

According to data from Serasa Experian, around 6.3 million micro and small companies were in default by January 2024, the highest number in the series that began in 2016.

According to information from the Entrepreneurship department sent to the InfoMoneythe renegotiation of entrepreneurs’ debts must be carried out directly by the beneficiary public directly at bank branches.

It will also be possible to renegotiate debts from Pronampe (National Support Program for Micro and Small Businesses), created in 2020 to help entrepreneurs during the Covid-19 pandemic with low interest rates. After the acute phase of the health crisis, charges exceeded 13%, making the debts incurred more expensive.

The federal government’s intention is to enable defaulting businesspeople in conditions of high interest rates and a sluggish job market to return to the credit-taking process.

On the side of financial institutions, through Desenrola Pequenos Negócios, the federal government will authorize the amount renegotiated with entrepreneurs to be counted in the calculation of banks’ presumed credit between 2025 and 2029.

“This means that banks will be able to increase their level of capital to grant loans”, explained the Lula administration.

The federal government states that this incentive will not generate extra expenses for public coffers in 2024. In the coming years, the estimated cost of tax waivers is R$18 million in 2025; R$3 million in 2026 and at no cost in 2027.
