The tax reform regulation proposal sent by the government to the National Congress establishes the creation of a new basic food basket. Several items will be covered by total exemption from the new taxes defined by the project, while others will have tax reductions. Personal hygiene and cleaning items will also have a tax reduction.

The first tax reform regulatory project was delivered yesterday to the Chamber of Deputies by the Minister of Finance, Fernando Haddad. The document deals with the general rules for applying new taxes: the federal CBS (Contribution on Goods and Services), the IBS (Tax on Goods and Services) of states and municipalities, and the Selective Tax (IS).
Several items will be completely tax-free. According to the document, products must guarantee a healthy and nutritionally adequate diet. Among the criteria for choosing the items are favoring fresh or minimally processed foods and favoring foods consumed mainly by low-income families.
