This April, the Education Committee (CE) of the Chamber of Deputies approved Bill 3,385/21, which establishes the Emergency Educational Policy (Pede). With measures to combat public health emergencies and mitigate possible effects on education, the plan seeks to guarantee the reception, permanence and learning of students in the midst of serious problems, such as the Covid-19 pandemic.

According to the text of the PL, it will be up to the Federal District, states and municipalities that formally join Pede to present their action plans to the Union. The latter should prioritize actions focused on recomposing literacy learning in the early years, elementary school and high school. public school medium, using the National Common Curricular Base (BNCC) as a reference.

The Union will also be responsible for evaluating and disseminating the results achieved with the actions.

The project determines that Pede be financed with resources linked to education by the Constitution, and also with funds aimed at combating public health emergencies.

“It is interesting that we fight for the approval of this project as long as both the Union and the states and municipalities truly commit to complying with the law, promoting all the investments that public education needs so that the educational process can fully develop, listening to all interested parties. ”, assesses the CNTE Workers’ Health Secretary, Francisca Seixas.

For her, the policy would be able to avoid disasters in education like those that occurred with remote classes during the Covid-19 pandemic. “Along with this, it is also important that we avoid the economic collapse promoted by the government of the time. It is essential that we attack school dropout rates and bring all young people back to school. Furthermore, we need to invest in public health as a right for everyone, and have State mechanisms and policies to avoid disasters of all types in emergency periods”, she adds.

Still according to Francisca, if the principles of the project are well suited, with committed governments, it will be possible to significantly mitigate the impacts of pandemics on public education. “The needs of all those involved and especially the most vulnerable must be considered. For this, it is essential that we have free access to the internet and that this bill is configured in a way that allows educators not to be left adrift and have the necessary support to act in all ways”, she concludes.

The approved text presents the following guidelines:

I- Fostering collaboration between federative entities;

II- The normalization of school attendance for children and adolescents;

III- The promotion of socio-emotional support for students and education professionals;

IV- Combating evasion;

V- The guarantee of school meals;

VI- The participation of families in the process of returning to face-to-face activities and recomposing learning;

VII- The adoption of successful public policy references in confronting the adverse effects of public health emergencies on education;

VIII- Mapping of learning objectives not adequately addressed during the period of public health emergency, with curricular reorganization;

IX- Priority to essential learning objectives;

X- Diagnostic assessments to guide the process of recomposing learning; It is

XI- Improving connectivity resources in schools.

Pede aims to:

– Strengthen learning, with attention to educational inequalities and a focus on students with disabilities, global learning disorders and high abilities, in indigenous, quilombola and rural school education;

– Carry out active searches to combat school dropout and dropout rates;

– Provide welcoming actions to the school community when returning to face-to-face activities;

– Support the adaptation of students’ school trajectory;

– Obey health protocols to define and organize the return of in-person activities;

– Offer continued training to school teams focusing on active search actions, socio-emotional support, intersectoral action and recovery of learning;

– Encourage and disseminate scientific research on good practices to improve educational rates when returning to face-to-face classes and the restoration of learning;

– Use information technologies to maintain the student-school bond; It is

– Ensure connectivity to allow the continuity of school activities.

Active search

According to the approved text of the PL, the period 2024-2025 will be the “Active Search Biennium”, in which the active search for children and adolescents of school age with a view to enrolling in basic education; promoting the welcome of students at school; ensuring that students remain at school; and the restoration of learning will be priorities.

During this period, the Union, states, Federal District, municipalities and society must guarantee the enrollment of all children and adolescents of school age, preserving the family’s right to choose in relation to children up to three years of age.

Next steps

The project is still being processed in the Chamber of Deputies, where it will be analyzed by the Finance and Taxation committees; of Constitution and Justice and Citizenship, and will then proceed to the Plenary.
