The Secretariat of Agriculture, Livestock, Sustainable Production and Irrigation (Seapi) published, this Thursday (9/5), Normative Instructions (INs) relaxing the rules for collecting milk and for the commercialization of products of animal origin with a seal of municipal inspection. Such measures are due to the state of public calamity established in Rio Grande do Sul and respond to the request of entities in the productive sector.

A Normative Instruction 11/2024authorizes the intermunicipal commercialization of products of animal origin from agribusinesses registered with the Municipal Inspection Services (SIM) for a period of 90 days. Normally, the SIM inspection seal only authorizes commercialization within the municipality of registration. During the period of validity of the IN, these products may be sold throughout the state of Rio Grande do Sul, in a similar action adopted by the secretariat during the covid-19 pandemic.

For the Normative Instruction 10/2024, valid for 30 days from publication, milk collection can be carried out by the dairy industry closest to the rural property, without the producer being registered in Seapi’s Agricultural Defense System (SDA), and by industries with state inspection with producers registered on the federal inspection register. The IN aligns with the measure already adopted by the Ministry of Agriculture and Livestock (Mapa).

During the exceptional period of validity of the IN, the collection of a milk sample will be waived before the start of collection activities (CPP analysis and technical visit), to be analyzed in a laboratory of the Brazilian Milk Quality Network (RBQL). The loan of controlled products (the establishment’s self-checks) and packaging between dairy industries with different inspection levels will also be permitted, in addition to the collection of milk over 48 hours.

“The Department of Agriculture has worked, together with the productive sectors, to maintain agro-industrial production and supply the population. One of the published measures seeks to assist the collection and distribution of milk in Rio Grande do Sul and the other allows the intermunicipal commercialization of products of animal origin supervised by SIM, which guarantees a greater capacity to flow food in the State”, highlighted the deputy secretary of Seapi, Márcio Madalena.
