The final version of the systematic Urban Rehabilitation Operation of Quinta do Ferro was unanimously approved today at a meeting of the Lisbon City Council.

This model is the result of a process lasting around two years, which included private meetings and public clarification sessions with residents, associations and owners, and whose most recent phase was the public discussion of the Systematic Urban Rehabilitation Operation, which took place between October 17th and November 28th, 2023. After analyzing and considering the various contributions, two suggestions and two complaints were accepted, and all questions raised in requests for information and clarification were answered. Following the participation, the designed pieces were reviewed and questions that raised doubts were rectified, making the reading clearer and more understandable.

The urban model proposed for the intervention allows the creation of affordable housing, green spaces and parking, in addition to stimulating urban rehabilitation through incentives provided for in the Urban Rehabilitation Operation. “Today we took a decisive step, which will allow us, finally, after many years of uncertainty and failed interventions, to begin the regeneration of Quinta do Ferro. We will rehabilitate this central area, responding to the wishes of the local community, and open it to the city”, says the president of Lisbon City Council.

“Lisbon is made for everyone and we cannot tolerate the continued existence of a forgotten city”, adds Carlos Moedas, lamenting the abandonment to which Quinta do Ferro and its residents were voted for decades. “This resolution was only possible thanks to the work tireless member of the Urban Planning Council of Lisbon, who led a long work of dialogue and consultation with the residents and owners of Quinta do Ferro, without ever imposing pre-defined solutions”, highlights the councilor for Urban Planning of the Municipality.

Councilor Joana Almeida also highlights that this process could serve as inspiration for the future: “This is a true example of our way of creating a city. The participatory process at Quinta do Ferro was exemplary and we believe it will be a model to follow in other complex processes”. After this approval at a meeting of the Lisbon City Council, the proposal will be submitted to the Municipal Assembly for discussion and voting. The next step will be to launch the contract tender by the end of 2024, allowing progress with the first phase of the operation.
