The repeal of measures from the “More Housing” package or a draft resolution to request a family doctor for everyone are some of the first initiatives that IL will present in this legislature, the party told Lusa.

On the day that the Assembly of the Republic takes office, IL indicated to Lusa five diplomas that it considers to be priorities for this legislature and that it will present this Tuesday, constituting electoral promises or proposals that the party had already presented previously.

Among these five initiatives, three aim to reverse several housing measures implemented over the last eight years and two are draft resolutions – that is, recommendations to the Government without the force of law – in the health area.

Among the new features is a bill to revoke the State’s right of preference in private transactions of residential properties, approved in 2019 under the Housing Basic Law, when IL did not yet have a seat in parliament.

According to IL, this right of preference “has led to several people seeing their access to housing blocked by a coercive entry by the State in the negotiation of the housing they sought to acquire”, which makes them look for housing “under other conditions, namely with less inaccessible prices, restricting the supply of housing through State intervention”.

“IL proposes that this right of preference be withdrawn in all onerous transfers of buildings between individuals, as well as in the case of joint sales of properties, as currently provided for by law”, it states.

Alongside this measure, also in the area of ​​housing, the party is once again presenting two diplomas to revoke measures from the “More Housing” package, which came into force in October.

One of the bills aims to eliminate the measures that IL considers “most burdensome” in this package, such as the “amendments that expand the possibility of coercive leasing” or the “communication obligation for telecommunications companies and distributors of gas, electricity and water to municipalities on the updated list of absence of supply contracts or low consumption”.

The other diploma wants to reverse the “disproportionate and persecutory changes to the local accommodation regime”, in particular the “reassessment of local accommodation registrations issued, the suspension of new local accommodation registrations and the tax increases, translated into IMI and the creation of the new extraordinary contribution, on apartments in local accommodation”.

“In addition to these eliminations, IL proposes that the legal security of the current owners of local accommodation be restored, proposing the reinstatement of the rules for canceling the operation of local accommodation by condominiums and the safeguards in transferability”, reads the diploma in question.

This package of priority initiatives for IL also includes two draft resolutions linked to health: one, which had already been presented in the last legislature, recommends that the Government return to the public-private partnership management model in hospitals in Braga, Loures and Vila Franca de Xira.

The other, alluding to an IL electoral promise, asks the executive to “take the necessary measures to guarantee the objective of, by 2028, having a family doctor for all” citizens and, by 2025, for all pregnant women, children under nine years old and elderly people over 65.

To ensure this objective, IL considers that the Government must “strengthen the SNS, investing in Family Health Units (USF) of model C and contracting with health services in the private and social sectors whenever necessary”.

To these initiatives, IL also adds a package of measures to simplify and reduce bureaucracy in the State, authored by deputy Carlos Guimarães Pinto.
