The Local Administration Workers’ Union today asked the National Association of Portuguese Municipalities to remind local authorities that the law must be complied with in relation to the payment of the hardship supplement and application of the assessment.

“We remember that there are two legal diplomas that are extremely important for workers [da administração pública] and that it is necessary for them to be fulfilled”, highlighted the president of the Local Administration Workers Union (STAL), Cristina Torres.

Around five dozen members of the STAL gathered this morning at the entrance to the National Association of Portuguese Municipalities (ANMP) building, in Coimbra, to demand compliance with the hardship and unhealthiness supplement and the application of the integrated system of management and performance evaluation in public administration (SIADAP).

Speaking to the Lusa agency, Cristina Torres revealed that dozens of local authorities do not pay the hardship and unhealthy work supplement to public administration workers who are entitled to it.

“The other is SIADAP, this evil evaluation system for public administration workers that needs to be revoked. But, as long as it is not revoked, it must be complied with because the evaluation and progression of workers depend on it”, he maintained.

The union leader highlighted that the date for this protest action, in which they wore banners and sang songs indicating that STAL is fighting, was symbolically chosen because it was April Fools’ Day.

“We thought it was interesting to remember that it seems like a lie that the law is not complied with, but it is true that there are many municipalities that do not comply. And we have come to appeal to the National Association of Municipalities and its board of directors, together with the municipalities, to help explain that this must be fulfilled”, he concluded.

To the general secretary of ANMP, Rui Solheiro, STAL delivered a resolution listing a group of municipalities that are not paying the hardship and unhealthy work allowance.

Ribeira Grande, Celorico de Basto, Guimarães, Miranda do Douro, Vila Flor, Penamacor, Vila Nova de Poiares, Penacova, Vila Nova de Foz Coa, Mêda, Pedrógão Grande, Figueiró dos Vinhos, Alcanena, Murça, Ribeira de Pena, Arouca, Águeda, Ílhavo, Murtosa, Vagos, Albergaria-a-Velha, São João da Madeira and Vale de Cambra are among the municipalities identified as non-compliant.

“It seems like a lie, but the non-compliance with the law by local authorities is true and unacceptable”, reads the resolution.
