What the “gradual proposal” for a “major budgetary effort” presented to teachers envisages

The minister and his three secretaries of State sat down this Friday at the table with 12 union structures, with a single point on the agenda: the recovery of frozen service time. And what proposal did the Government present? “May teachers see the 6 years, 6 months and 23 days frozen throughout the legislature recognized.”

In the document, delivered to the union structures, “it is established that the recovery of service time in a phased manner, starting in 2024, on September 1st, at the rate of 20% per year”. And, explains the Executive, to “avoid situations of inequality, (…) the recovery at the rate of 20% per year applies to the frozen time of each teacher, recognizing that not everyone is in the same situation”.

According to the authority, “this is a proposal that represents a significant budgetary effort, but phased and responsible, reflecting the importance that the Ministry of Education, Science and Innovation attributes to the teaching career”.

And is there room to change this proposal? Upon leaving the meeting with the unions, minister Fernando Alexandre did not close the door on “some adjustments”.

“We are open to improving our response, so that it better responds to the demands of teachers and the educational system”, said Alexandre Fernandes in statements to journalists, at the end of the first round of negotiations with the 12 union structures representing teachers.

During the morning, the unions learned about the executive’s proposal that wants to gradually return the six years, six months and 23 days of frozen time at an annual average of 20%, starting in September this year.

All unions called for a faster recovery, that teachers who are on the verge of retirement should not be forgotten and that the executive should drop the idea of ​​revoking the diploma (decree-law 74) that implemented mechanisms to accelerate career progression.

“We are open to making some adjustments to the proposal we made now”, announced Alexandre Fernandes, at the end of the meeting.
