The Lisbon metropolitan area will have a new mobility plan, but first you need to know how citizens move on a daily basis. It is now possible to respond to mobility survey of Transportes Metropolitanos de Lisboa (TML), which is available until June 15th.

The mobility survey will inform the Metropolitan Sustainable Urban Mobility Plan (PMMUS), which has been developed by the company Way2Go since the end of 2023 – under a contract worth almost 390 thousand euros. It must be ready by August 2025.

This new urban mobility plan will replace the Sustainable Urban Mobility Action Plan of the Lisbon Metropolitan Area. Valid between 2016 and 2020, the document was designed in a very different mobility context: there were neither TML, nor Navegante (from 2019, result of the Support Program for Fare Reduction in Public Transport), nor even Carris Metropolitana, which was launched in phases from June 2022.

To understand the mobility patterns of inhabitants of the 18 municipalities in the Lisbon Metropolitan Area, the survey seeks to find out the details of the housing in which they live – postal code, number of inhabitants, type and whether there is associated parking, for example.

The questions also include professional status, the type of schedule and the possibility of teleworking, and the mobility applications that each person has on their cell phone.

It is also necessary to describe the trips you made on the last working day. That is, describe the points of departure and arrival, the reasons for travel and the main mode of transport used.

Finally, TML seeks opinions on the current transport and mobility systemand how this should develop in the future.

The survey now launched is the public’s first contact with the Metropolitan Plan for Sustainable Urban Mobility, which is in the diagnosis phase of the current mobility situation. The inhabitants of the Lisbon region will also be able to prepare “concrete proposals” for the plan.

The preparation of the PMMUS will follow the guidelines defined by the European Commission and is divided into four sentences. The second phase is the development of the strategic vision of the plan, which is followed by the program of measures and actions, and then the implementation, monitoring and evaluation of the measures before presenting the final version of the Plan.
