O Cooperative Housing Support Program, a proposal that will be discussed on Wednesday at an extraordinary meeting of the municipal executive, aims to make housing cooperatives an alternative to the traditional real estate market.
“The Support Program for Cooperative Housing in Matosinhos aims to promote the development of cooperative housing in the municipality at affordable prices, through a set of measures that support the creation, management and sustainability of housing cooperatives”, states the proposal.
The purpose is to implement a support model for housing construction to integrate into the affordable rental regime in which the building is collectively owned by the cooperative without the possibility of being sold to cooperators, he highlights.
According to the municipality, housing cooperatives were and should maintain their construction around a strong sense of community.
And he adds: “In addition to housing, the cooperative creates ‘habitat’ and community through the sharing of common spaces, the promotion of social relationships and an environment of collaboration and the qualification of the surrounding public space.”
In the first phase, the construction of 100 homes is expected, with housing cooperatives being able to compete for the support program individually or in groups, highlights the proposal.
This program is aimed at families with difficulties in accessing the housing market, young people who want to become independent and people with special housing needs, he highlights.
In terms of support, the municipality, led by socialist Luísa Salgueiro, grants the right to surface municipal land free of charge for 90 years and renewable for the same period.
At the end of the contract, or if the cooperative is declared liquidated, the municipal land and buildings revert free of charge to the municipality.
The municipality will carry out accessibility and intervention works in public spaces and the cooperative will connect building networks to public networks.
In addition, the municipality provides a maximum support of 75 thousand euros to the awarded cooperative for the architectural project, exemption from urban planning fees, Municipal Property Tax (IMI) and VAT at 6%.
The legal and administrative formalities relating to the contracting, execution and supervision of the project are the responsibility of the cooperative, as well as the resulting financial costs, the proposal states.
“The creation of a new generation of cooperatives to promote affordable housing is an important step towards guaranteeing access to housing in Portugal. This program aims to provide cooperatives with the necessary support to contribute, as in the past, to the development of a fairer and more cohesive country”, he highlights.
