Police car runs over man in the middle of the street

One of the military police officers involved in the run over of Alcione Antonio Rosa Pires by a company vehicle in Guarapuava, in the central region of the state, registered a Police Report (BO) stating that the victim fell.

The g1 and the RPC had access to the police report that recorded the accident.

According to the document, the vehicle was driven by a soldier. A corporal was also in the vehicle, acting as a patrolman, and was the one who recorded the report.

According to the bulletin, the corporal said that the soldier stopped the vehicle to guide the man, however, as he approached, the victim “suffered a fall”.

The bulletin also says that, according to the corporal, a witness, a resident of the region, witnessed the fall and confirms the version.

The BO also informs that the victim was rescued by the Fire Department and taken to an Emergency Care Unit (UPA) before being taken to a hospital.

According to the bulletin, the version of events described by the corporal was presented on the same day that the collision occurred.

When the case happened, the Military Police stated that they opened a Military Police Inquiry (IPM) to investigate the case.

This Monday (6), after Alcione’s death, the Civil Police (PC-PR) said that andis investigating the case as manslaughter driving a motor vehicle. According to the corporation, witnesses will be interviewed in the coming days.

The g1 and the RPC They also had access to a document, signed by a PM sub-lieutenant, reporting the case to superiors and stating that the police report recorded by the corporal was made before the images of the accident were made public.

According to the warrant officer’s report, the bulletin was registered on the afternoon of April 30, at 12:40 pm.

According to the report, the corporation was only informed that there were images circulating about the accident later, on the same day, around 8 pm, through two other police officers who had access to the video and reported it to the 16th Military Police Battalion (BPM ) from Guarapuava.

“I report that, around 8pm, the reserved service team […] reported that a video was circulating on social media of a collision involving a military police vehicle hitting a pedestrian, and two military police officers could be seen leaving the vehicle wearing coats”, says an excerpt from the warrant officer’s report.

The sub-lieutenant then states that the police officer who assisted the corporal in recording the police report was surprised by the images.

“[…] He appeared surprised, reporting that he had provided support to the aforementioned police officers, who reported what happened, as stated in the bulletin, and that it does not portray the images contained in the video.”

The document also mentions that the two PMs were interviewed after the corporation accessed the images.

In a referral made on May 2, the commander of the Guarapuava battalion, Jackson Busnello, forwarded the reports to the 4th Regional Command and mentioned that both the police officers involved, as well as the vehicle, belong to the 10th Independent Military Police Company, from Laranjeiras do South.

The unit, responsible for 10 municipalities in the central region, was created in September 2023.

Security camera footage shows the victim walking slowly in the middle of the street.

Some vehicles avoided him, until the police car appears and hits the man, who falls to the ground. Afterwards, two police officers get out of the car to check the situation.

Nine minutes later, an ambulance arrives to provide medical care.

This Monday (6), the PM said that she has already spoken out on the matter and stated that “all questions raised will be investigated in the aforementioned Military Police Inquiry”.

The PM did not provide a deadline for completing the military investigation, nor did it give official details about the work that the police were carrying out at the time the collision occurred. The PM also did not answer whether or not the police officers would be removed during the investigations.

According to Ana Cláudia, the victim’s niece, the family believes that the collision was intentional. She says the family will seek justice and possible compensation from the State Government.

“It was a deliberate thing, it was very intentional what happened. Because he [o tio] stopped and what happened happened. It wasn’t an accident. It is clear in the images that what happened was not an accident”, claims Ana Cláudia.

According to lawyer Jairo Jesus, who defends the family, the defense is analyzing the information contained in the investigation to define the line it will follow in the case.

“We had a bodily injury in traffic in an accident. But with Alcione’s death, we have a homicide, we can consider that there was manslaughter and a bodily injury followed by death. With this fact the entire investigation changes direction.”

Alcione’s wake took place this Monday (6). The burial of his body was scheduled for 4pm, in Guarapuava.
