A criminal organization of gypsy origin dominates the city of Birmingham, England, in 1919. Formed after the First World War, Thomas Shelby and his gang catch the attention of Irish major Chester Campbell (Sam Neill) who, sent by Winston Churchill, needs to clean up the streets of Birmingham.
