O small country in the Caucasus — whose relations remained extremely tense with Azerbaijan, its Turkic-speaking neighbor, after the fall of the Soviet Union and around the enclave of Nagorno-Karabakh –, accused Russia of not having acted to assist it when the war broke out again in 2020.

“The Armenian leadership, under false pretexts and by manipulating the history of the last three years, deliberately leads to the rupture of relations with the Russian Federation”, declared the Minister of Foreign Affairs, Sergei Lavrov, in an interview with the Russian media.

Armenia recently admitted it could abandon the Collective Security Treaty, an alliance of former Soviet republics driven by Russia.

Armenian Prime Minister Nikol Pachinian called the country’s security alliances “ineffective” after the Azeri Army regained control last September of the Nagorno-Karabakh enclave, a disputed Azerbaijani territory that the separatist Armenian majority controlled with the support of Yerevan since the early 1990s, following an armed conflict.

Russian peacekeeping forces took a position between the belligerents after a brief war in 2020, but did not prevent the Azeri Army from regaining control of this territory by force last September.

In late 2023, Armenia boycotted a Collective Security Treaty summit, with Nikol Pachinian accusing the organization of failing in its obligations.

Since then, Armenia has been strengthening relations with other international actors, in particular France and the United States.
