Although the Ukrainian parliament voted in favor of the bill in May 2023, the document has been awaiting Zelensky’s signature since June last year.

The Government must now adapt the various regulatory texts to the new mobilization rules, within six months.

Military recruitment has been the subject of major discussions in recent months in Ukraine, leading several sectors of the opposition to disagree with the repression foreseen in some of its rules and jurists to even warn of the risk of incompatibilities with the Constitution.

The Ukrainian Army has suffered numerous losses since the start of the Russian invasion in February 2022, but its true extent is unknown, despite Zelensky admitting 31,000 casualties by the end of last year.

Contrary to what happened at the beginning of the conflict, Kiev’s forces now have recruitment difficulties, which led to the proposal to lower the minimum age, and the enlistment of women also came into discussion, a measure that merits the disagreement of the Ukrainian President .

The Rada voted in first reading, in February, on a series of measures designed to facilitate mobilization, after a first draft prepared by the Government was sent back to be rewritten a few weeks earlier.

Volodymyr Zelensky said in December 2023 that the Army intended to mobilize up to 500,000 additional personnel, a number since revised downwards by the new commander of the Ukrainian Armed Forces, Oleksandr Syrsky.

The current conscription system is considered by many Ukrainians to be unfair, inefficient and often corrupt. And voices are also being raised to demand the demobilization of the military, which has been in a condition of enormous wear and tear on the combat front since the beginning of the conflict.
