AFamilies will start paying for the waste they actually produce and not a value indexed to the water they consume from 2030 onwards – unlike restaurants and commerce, where this measure starts next year. DECO PROteste criticizes the “deadline extension” and leaves a warning:

“A extension of the application of a PAYT tariff [‘Pay-As-You-Throw’]for January 1, 2030, with regard to domestic consumers, continues the application of the waste tariff indexed to water consumption, not reinforcing the principles of tariff justice for families that separate waste and that contribute daily to the targets recyclingwhich Portugal has to achieve in the coming years”, an official source from DECO PROteste told News by the Minute.

And he adds: “There is no economic benefit in the invoice due to the fact that they produce a small amount of waste. Regardless of whether they separate everything or nothing for recycling, they will always pay according to the water consumed.”

The PAYT system, it should be noted, allows families to pay for the waste management service depending on the quantity (volume or weight) of unsorted waste they produce.

DECO PROteste considers that this “Legislative setback also does not encourage entities responsible for waste management to anticipate and optimize the implementation of recyclable waste collection systems and prepare the entire system to facilitate citizens’ adherence to the separation and disposal of waste in the right place“.

“Note that citizens cannot join recycling systems when the managing entities themselves do not implement these options“, says the consumer protection organization.

DECO PROteste explains, for example, that the “general delay in the implementation of bio-waste (food waste) collection systems on the part of entities, leads to the loss of around 40% of this waste every day, which ends up in common trash instead of being recovered“, providing an “interactive map on the implementation of selective waste collection, which gives a clear view of the lack of options offered to consumers”.

“In municipalities where the PAYT tariff is not applied, Families are unable to save, as the waste service tariff continues to be calculated based on the water consumed and not based on the remaining waste that no longer has the option of being recycled – undifferentiated waste”, concludes the organization.
