The State Government, through the Department of Health (Sesa), transferred this Tuesday (30) R$48 million to city halls to be invested in 2024 in health prevention, promotion and protection actions. The allocation of resources from the State Health Fund to the 399 municipalities was formalized in Sesa Resolution No. 374/2024. The amount is part of the State Health Surveillance Strengthening Program (Provigia).

According to the document, for the 2024 financial year there are R$28 million for costs and R$20 million for investments. An additional R$12 million will be transferred in 2025, upon presentation of the performance of each municipality’s strategic actions, after annual evaluation, according to the percentage of achievement of goals. If the municipality carries out one or two actions, it receives 10% of the cost percentage; from three to five, 30%; six shares, 50%; seven to nine, 60%; and 10 to 11, 80%. If you perform all 12 actions stipulated by the program, you will receive 100% of the value.

“The Provigia transfer strategy is innovative and efficient. When we condition part of the resource on meeting goals, we guarantee that municipalities act effectively to carry out strategic actions, encouraging the improvement of public health practices, in addition to assisting in decision-making at the state and municipal level”, stated the Secretary of State da Saúde, Beto Preto.

Provigia makes it possible to reinforce the monitoring and fight against dengue with the acquisition of items such as equipment for vector control and personal protection and supplies, in addition to the production and dissemination of awareness materials.

Strategic actions involve the continuous improvement of health control actions with a focus on risk; improving the quality of life of institutionalized elderly people; poisoning surveillance and control of arboviruses, such as dengue; monitoring leprosy cases; worker health actions; prevention of chronic non-communicable diseases; coverage of nutritional status recording; surveillance of death and sexually transmitted infections; monitoring flu syndromes and vaccination status, among others.

Since the program was created in 2021, Sesa has allocated annual amounts through Provigia. Initially the resource was R$30 million. In 2022 and 2023 it was R$50 million/year and now, in 2024, the transfer increased to R$60 million, 20% more than last year and double the amount at the beginning of the program.

“The transfers are aligned with the regionalization proposal of this management, strengthening the health system and ensuring that resources are directed to meet the needs of the population of Paraná”, said the director of Health Care and Surveillance, Maria Goretti David Lopes.
