A Severe housing deprivation increased in 2023, and there are now more residents in these circumstances. The conclusion comes from INE data, released this Friday, as part of the report ‘Income and Living Conditions – Housing, housing difficulties and energy efficiency of accommodation’.

“You results obtained confirm the degradation of housing conditionswith the proportion of people living in accommodation in which the number of habitable rooms was insufficient for the number and demographic profile of household members increasing to 12.9%, 3.5 pp more than in the previous year (9 .4%), and the proportion of residents experiencing severe housing deprivation increasing to 6.0%, 2.1 pp more than in 2020 (3.9%)”, can be read in the INE statement.

However, “there was a slight improvement in the ratio between housing expenditure and household disposable incomewith a median housing expenditure burden of 9.7% in 2023, lower than the result of 10.2% recorded in the previous year (minus 0.5 pp), and a housing expenditure burden rate of 4 .9%, slightly below the value in the previous year (5.0%)”.

Regarding the thermal comfort of housingthe data indicate that In 2023, 20.8% of the population lived in households where there was no financial capacity to keep the accommodation comfortably warm3.3 pp more than in 2022.

“In 2022, Portugal was one of the 5 EU-27 countries in which this incapacity was highest, at 17.5%, almost double the European average of 9.3%. A specific analysis on financial incapacity is presented in this highlight to keep the house adequately heated”, reveals INE.

And more: “The situation in terms of thermal comfort is even more accentuated, if we consider that, in addition to the proportion of those who were in a precarious thermal situation for financial reasons, an additional 21.6% reported living in a situation in which their accommodation was not is warm enough in winter for other reasons, and that 38.3% live in accommodation that is not adequately cool in summer.”

“When asked about previous situations in which they had to temporarily spend the night in another accommodation (private or collective), on the street or in a public space, because they had nowhere to stay, 4.0% of people aged 16 or over reported having already been through the least one situation of housing difficulties, of which 3.2% were temporarily staying with friends or family. The main reasons cited by respondents were “relationship or family problems” (39.6%) and “financial problems” (19 .1%)”, is also mentioned in the report.
