The Lisbon Metro launched this Friday, March 15th, an international public tender, published in the Official Journal of the European Union (OJUE), under the terms of the regime set out in the Public Contracts Code, for the construction of the Light Rail System surface between Loures and Odivelas, also known as the Violet line.

The public tender is aimed at contracting the following components of the project: design and construction of the infrastructure of the Light Rail System and the surrounding urban reorganization, supply of type vehicles LRV-Light Rail Vehicle and provision of maintenance services for railway infrastructure and vehicles.

The base price of this procedure is 450 million euros, plus VAT at the legal rate in force, co-financed by the Recovery and Resilience Plan (PRR) and funds from the State Budget.

Competitors have a period of 120 days to submit proposals, counting from the date of sending the advertisement for publication in the Official Journal of the European Union (OJEU).

The competition launch session also saw the signing of a collaboration protocol between the Metropolitano de Lisboa and the Municipalities of Loures and Odivelas, which aims to formalize the recognition of the public procurement model of this Light Rail system and define of responsibilities of each party in the tasks involved in the preparation and processing phases of the public procurement procedure and in the implementation and execution phase of the contract.

The launch of the tender for the design and construction contract for the Violeta line is a new step in this project, which has completed the Diagnostic, Feasibility, Preliminary Study and Environmental Impact Study phases, having obtained a favorable decision from the Portuguese Environment Agency (APA). resulting from the Environmental Impact Assessment Procedure (DIA). Metropolitano de Lisboa is following the necessary procedural steps with a view to completing the Violeta line, so that it becomes a reality in the 2nd half of 2026.

The Violet line is a project to expand the intermodal coverage of the current Yellow line of the Metropolitano de Lisboa that results from a protocol signed, in July 2021, by the Metropolitano de Lisboa, the Municipality of Loures and the Municipality of Odivelas.

The Violet Line will have a total of 17 stations and will be approximately 11.5 km long. In the municipality of Loures, nine stations will be built that will serve the parishes of Loures, Santo António dos Cavaleiros and Frielas, over a length of 6.4 km. In the municipality of Odivelas, eight stations will be built that will serve the parishes of Póvoa de Santo Adrião and Olival de Basto, Odivelas, Ramada and Caneças over a total length of 5.1 km. The stations will have different types, namely: 12 surface, 3 underground and 2 in a trench.

With the approval by the Council of Ministers, on November 16, 2023, the total investment in the Violeta line will be 527.3 million euros, with 390 million euros coming from the PRR, in the form of a loan, and 137.3 million euros from the State Budget.

The investment encompasses the design and construction of the infrastructure of the Light Rail System and the surrounding urban reorganization, the preparation of all studies for the purposes of instructing expropriation processes for public utility, the supply of type vehicles LRV-Light Rail Vehicleand also the provision of maintenance services, both for railway infrastructure and vehicles for a period of three years.

The Lisbon Metro Expansion Plan aims to contribute to improving mobility in the city, promoting accessibility and connectivity in public transport, promoting the reduction of travel times, decarbonization and sustainable mobility.
