Contrary to what had been predicted, during last year, the Lisbon City Council did not use its right of preference in the acquisition of properties from private individuals once. The use of the extension was part of the vast set of measures announced by the municipality, in February last year, when the Municipal Housing Charter was presented, as a way of helping to meet the great need for houses at affordable prices for most people in the capital. . The instrument, which allows public entities to have priority in the acquisition of properties when they are placed on the market, and if they are in certain locations, subject to heritage protection or included in rehabilitation operations, has been very little used in Lisbon.
