Rehabilitation project for the Quinta do Ferro neighborhood approved by AM de Lisboa

This Tuesday, the Lisbon Municipal Assembly unanimously approved the project for the rehabilitation of the Quinta do Ferro neighborhood, in the Graça area, with the aim of resolving unworthy housing situations, as well as intervening in infrastructure and urban spaces.

At issue is the council’s proposal for the final version of the project for the rehabilitation of the Quinta do Ferro neighborhood, which aims to respond to “poverty, degradation, unhealthy conditions and obsolescence of housing, infrastructure, equipment and urban spaces”, as well as to the “lack of green areas for collective use”.

Before being made viable by the assembly, the proposal was approved by the chamber, on March 20th, unanimously, and now the next step will be the launch of the contract tender, “until the end of 2024”, to move forward with the first phase of the operation.

According to the chamber, chaired by Carlos Moedas (PSD), this proposal is “an essential step” towards the rehabilitation of the Quinta do Ferro neighborhood, in the Graça area, in the parish of São Vicente, which is considered “one of the largest urban challenges of the city of Lisbon over the last decades”.

On September 13, 2023, the municipal executive decided to move forward with the Quinta do Ferro systematic urban rehabilitation project, determining the opening of a public discussion “for a period of 30 working days”, which took place between October 17 and November 28 , having received 10 proposals, namely six requests for clarification, four suggestions, three complaints and two requests for information.

“After analyzing and considering the various contributions, it was understood that two suggestions and two complaints were partially accepted, which determined the need to introduce changes”, reads the proposal, adding that the rights and obligations of owners, residents and the municipality, as well as the designed pieces were reviewed and issues that raised doubts were rectified, making the reading clearer and more understandable.

At the same time, the project was sent to the Institute of Housing and Urban Rehabilitation (IHRU) to issue a non-binding opinion, which gave a “favorable opinion”.

According to the chamber, the approved proposal is the result of a process lasting “around two years”, which included private meetings and public clarification sessions with residents, associations and owners, in which the most recent phase was discussion public.

The planned intervention allows the creation of affordable housing, green spaces and parking, “in addition to stimulating urban rehabilitation through incentives provided for in the urban rehabilitation operation”, highlights the executive.
