Is X-Men ’97 part of the MCU chronology or not?

Directly, no, X-Men ’97 it is not a canonical production and is not within the MCU. The information was confirmed by the writer and producer of the new series, Beau DeMayo, during a question and answer session that took place on DeMayo’s official Instagram profile. See the answer:

When asked about the topic, DeMayo stated without blinking, “We are our own thing.” I.e, X-Men ’97 It has no connection whatsoever with the films, series and animations that make up the MCU and functions as an independent attraction, with its own history and chronology, without external interference.

So if you were hoping to see references to the MCU within X-Men ’97, it is safe to say that this should not happen. And, when we stop to take a closer look, the decision to keep the animation “free” makes perfect sense, since the classic X-Men cartoon has always been something independent. In other words, there would be no reason to change this now.

However, it is worth remembering that X-Men ’97 is a direct sequel to the original series. Therefore, it is necessary to watch the production from the 1990s before venturing into Marvel’s release.
