The Tax on Circulation of Goods and Services (ICMS) on gasoline increased by R$ 1.22 for R$ 1.37 in Brazil on February 1st. And the consumer has felt this effect in their pockets ever since. In the last survey of the National Agency for Petroleum, Natural Gas and Biofuels (ANP)in the week between March 17th and 23rd, the average fuel price reached R$ 6.87. Autosport made a list of the ten states with the most expensive liter of gasoline in the country.

In Brazil, the average price of gasoline is R$ 5.75, according to the report. What draws attention is that the three states with the highest average values ​​are in the North Region and all with prices above the R$ 6.30. Are they: Acre, Rondônia and Amazonas.

More than half of the list is priced at R$ 6.00 or more. And even the last placed in our ranking, the Tocantinsis R$0.13 or 2.6% above the national average.

Why is the ICMS at a fixed value?

The ICMS rate always varies according to the state, but since the beginning of June 2023, the value has been set at R$ 1.22. This happened because in 2022, the government of the then president, Jair Bolsonaro, issued a decree for the state tax to be capped at 18% throughout the national territory — which represented an average of R$ 0.90 The R$ 1.00depending on the region.

The measure was taken to minimize some effects of the pandemic, but mainly the crisis generated by the war between Russia and Ukraine.

How to save fuel:

This 18% ceiling on tax collection remained per year. Then the states and the Federal District complained about billion-dollar losses, since the ICMS is one of the main sources of revenue for the federative units. Then the Federal Supreme Court (STF) made an agreement to raise the tax and leave the ceiling of R$ 1.22 the same for everyone from June 1, 2023.

On October 30 of last year, the federal government announced that the tax would increase by R$0.15 from February — totaling R$1.37. The decision was made by National Council for Financial Policy (Confaz) and the decree was published in Official Diary of the Union.

Gasoline price composition

The Social Integration Program (PIS) and the Contribution for Social Security Financing (Cofins) are federal taxes on gasoline and total BRL 0.69 in every liter you pay at the gas stations. Added to the R$ 1.37 in ICMS, the total taxes on each liter is R$ 2.06.
