The spokesman for the information services of the Ministry of Defense of Ukraine, Andrei Yusov, explained that the majority of the 35 thousand applications are from active military personnel in the Russian Army, but there are also requests from people likely to be recruited and who seek to avoid becoming become “war criminals”.
Regarding the more than 260 Russian military personnel who have already joined the program, Kyiv stated that this group includes operatives of various categories and levels.
“They all crossed the front line and are safe, under the protection of the Ukrainian state and international law,” assured Yusov, referring to the plan that began in September 2022.
The same spokesperson explained that most of these people intend to return to Russia when the conflict ends, which is why they are registered as captured and prisoners of war, to prevent them from having potential problems in the future with the Russian authorities due to their status as deserters. .
For those wishing to establish permanent residence in Ukraine, Yusov assured that the Ukrainian state “will guarantee this opportunity.”
