The charter sector was excluded from the approved substitute for Bill (PL) No. 1026/2024, which deals with the Emergency Program for the Resumption of the Events Sector (Perse). Even after strong work by the CNT (National Transport Confederation), the agreement reached over two weeks with the rapporteur was undone during the meeting of leaders of the Chamber of Deputies this Tuesday (23), after pressure from the Ministry of Finance. .

Last Monday (22), the CNT, represented by its manager of the Legislative Branch, Andrea Cavalcanti, participated in a meeting with deputy Renata Abreu (Podemos/SP), rapporteur of PL 1026/2024, at the headquarters of Fecomércio SP. On that occasion, in front of tourism representatives and transport businesspeople, a commitment was made to include 44 CNAEs from different sectors, including chartering.

“The rapporteur had warned about the possibility of changing the text, and asked that the sector mobilize to demonstrate its strength to parliamentarians, which occurred. There was an agreement signed, but the leaders, at the request of the government, did not allow us to successfully maintain transport on the Perse”, lamented Andrea Cavalcanti.

Articulation in the Chamber

When it learned of the tendency for exclusion by the collegiate of leaders, the Confederation moved to try to evaluate an alternative to the text of the project. But the request for prominence was not accepted and the amendment, presented by federal deputy Marangoni (União/SP), was not even rejected by the rapporteur, with no need for a separate vote by the Plenary.

The project was approved in a symbolic vote and goes directly to the Federal Senate. As this is an issue of interest to the Federal Government, an abbreviated processing procedure is expected.

Now, there are only 28 CNAEs left to benefit from the program, created during the period of the Covid-19 pandemic to encourage one of the most affected sectors: Brazilian tourism. Among the main benefits are the reduction in tax rates, which allowed many transport companies to retain employees, refinance debts, acquire new vehicles and invest in new tourist services.

The CNT’s work will continue in the Federal Senate to try to re-include the transport sector in the Program. “We will continue talking, now with the senators, to raise awareness about the impacts of exclusion, demonstrating how Brazilian citizens can be affected by this decision”, concluded the CNT manager.
