Six municipalities in the area covered by the Passos Regional Health Superintendence (SRS) that are in the process of decentralizing the management of establishments providing medium and high complexity health services under State management to municipal management, participated in a meeting with the Regulation Coordination team (CREG). The objective was to guide managers and professionals who will work in the process of assuming the management of providers and clarify any doubts.

The meeting was guided by deliberation CIB-SUS/MG (Bipartite Intermanagers Commission – Unified Health System/State of Minas Gerais) No. 4,498/2023. The document deals with the approval by CIB-SUS/MG of the assumption of management of establishments providing medium and high complexity health services by the municipalities of Minas Gerais. With this, the municipalities of Minas Gerais now have full management of medium and high complexity providers in their territories, as agreed in CIB-SUS/MG.

Held in the SRS Passos auditorium, on 3/25, the work had the participation of superintendent Kátia Rita Gonçalves, Regulation coordinator, Bruno Pontara Carielo, and technical references Isabela Assis Oliveira Mendes and Damaris Soares dos Santos, who led the meeting, together with the participation of the supporter of the Council of Municipal Health Secretariats of the Passos Region (Cosems-Regional), Camila Trevisan Carvalho Comparini.

The meeting was held with representatives from six municipalities that are in the process of taking over the management of providers: Capitol, Itaú de Minas, Jacuí, Cássia, Passos and Piumhi. The CIB-SUS deliberation also provides for the chronological forecast of the financial effects of the assumption of management, being May, with the first installment in June, for Espírito Santo, Itaú de Minas and Jacuí, and June, with the installment starting in July, for Cássia, Passos and Piumhi.

In the Passos Health Region, 13 municipalities have already taken on full management of their providers. Another eight municipalities are in the process of decentralization.

Training and support

According to the technical reference of the Isabela Mendes Regulation Coordination, in compliance with CIB-SUS/MG deliberation nº 4,498/2023, SES-MG was responsible for operationalizing the change in the management of medium and high complexity health service establishments, and, in partnership with Cosems/MG, offering training, qualification and advice to municipalities.

“In view of the above, SRS Passos, in partnership with Cosems-Regional, offered training to the municipalities in the territory, aiming to prepare the municipal teams for the new duties arising, provide conceptual and technical alignment between the teams, in addition to favoring team integration regional with the municipal, aiming at cooperation throughout the process”, explains Isabela Mendes.

The municipal secretary of Health of Piumhi, Rosângela Aparecida Terra e Guerra, participated in the meeting and said that municipalities will have to adopt some measures to ensure effective management of providers of medium and high complexity outpatient and hospital services. “It is important to establish specific policies and regulations. This involves defining standards and guidelines for the control, evaluation and payment of public service providers, ensuring the quality and safety of services provided to the population”, says the Piumhi manager.

At the SRS Passos meeting, the following contents were discussed: forms of hiring, control and evaluation and payment; processing of outpatient and hospital production and registration with the CNES; MAC PPI resources, relocation and ceiling increase request; budget.

Other actions were planned to continue the process. At the Passos Health Regional, the Regulation team will visit the municipalities to assist them and offer the necessary cooperation to take over management. At the state level, SES-MG and Cosems/MG will hold a virtual webinar on April 2nd. And, in the south of the state, on April 16, there will be a meeting in Varginha, with the participation of health managers and their teams, and technicians from Regional Health Units to clarify doubts and share information.
