Manteigas City Council has 9 months to carry out interventions on the slopes of Serra da Estrela, next to national road 338, Piornos/Manteigas, so that the road reopens with all safety conditions. The deadline is dictated by the financing of the work, around 3.5 million euros.
A deadline that requires speed, which is why the municipality approved, in an extraordinary meeting of the Municipal Assembly, a budget review.
Remember that the Municipality saw approval for financing of around 3.5 million euros from the PDR, equivalent to 90% of the work, in 2024, with IP ensuring VAT and the national component, in addition to technical monitoring and inspection of the work.
Flávio Massano, president of the Manteigas Municipal Council, at the Municipal Assembly meeting, highlighted that there is “an interesting slice of financing, but the deadline is very short”.
A situation that requires speed, and if possible avoid resorting to a public tender, with the respective opinion of the Court of Auditors, something that will only be possible if the Ministers of Finance and Internal Administration produce an order in this regard, explained the mayor, pointing out that the municipality of Manteiguense is trying this path.
Flávio Massano emphasizes that the funding is not to intervene on the road, but on the slopes.
“What we are going to work on is the slopes. The ICNF ends up assuming the cost of these interventions because it is on the slopes. The road is passable, what does not allow it to be is the risk of falling rocks”, he explained, highlighting that LNEC, the National Civil Engineering Laboratory, was on site to carry out a study and surveyed what was necessary to intervene” , he detailed.
The budget review was approved unanimously, although the opposition considers that an opportunity to go further in requalifying the road itself is lost.
