Navegante pass holders will “soon” be able to start using some deterrent parking lots on the outskirts of Lisbon for free, the president of the capital’s City Council, Carlos Moedas, announced this Tuesday.

“We will soon launch a project […] so that people can use the pass [Navegante] without paying for parking in some parks that are on the outskirts of the city”, said the social-democratic mayor.

Carlos Moedas was speaking during a visit to the construction work of a municipal underground car park, in Entrecampos, budgeted at 16 million euros and which is part of the Armed Forces’ allotment operation.

The Armed Forces’ subdivision operation includes the construction of 476 affordable housing units, as well as the creation of green spaces and nearby commerce.

Regarding the car park, with 576 spaces, Carlos Moedas said that it will increase the supply of parking for public use in the area “not only to serve residents”, but also to “dissuade people from taking their car to the city center “.

However, according to the mayor, this park will not be one of those that can be used free of charge by Navegante pass holders.

But, he explained, this could be the case with the car parks that are being created in Pontinha and Telheiras, which are deterrent parks “in the sense that people pay little” to park and not take their cars to the city center.

“We are here creating some ideas to develop and to have more parking for those who want to be in the city and then use public transport within the city. I think that is what we are heading towards, towards a green, carbon neutral city […]. Therefore, we have to have these solutions so that cars are parked and not create traffic in the middle of the city”, he explained.

The president also mentioned that the Entrecampos affordable rental project foresees “a total of 476 homes, in an investment of almost 100 million euros”, with two buildings having already been completed and another expected to be ready at the end of the year.

“It is mainly housing for people who are already living here, teachers and nurses, people who can no longer live within the city, with affordable rents of 200 and 300 euros, many of them, rents for those who can afford it, but they cannot pay much and, above all, market prices”, said Carlos Moedas, also highlighting the existence of rents for those who “cannot pay at all and who pay 10, 15 or 50 euros”.

Currently, according to a city council source, there are five deterrent parks in the city, namely Ameixoeira (489 places), Telheiras Poente (155 places), Telheiras Nascente (106 places), Avenida de Pádua (248 places) and Colégio Militar (415 places ).

According to the same source, the Pontinha Sul (387 spaces) and Azinhaga da Cidade (165 spaces) parks will open later this year.
