Joaquim Miranda Sarmento – Minister of State and Finance

Born in Lisbon, he will be 46 years old in August and was, until now, president of the PSD Parliamentary Group, since July 13, 2022.

Miranda Sarmento was economic advisor to the President of the Republic Cavaco Silva in his second term.

He received the Commendation of “Grand Officer of the Order of Infante D. Henrique” in 2016 by the then President of the Republic Cavaco Silva.

Joaquim Miranda Sarmento worked for ten years at the Ministry of Finance and was a Consultant at UTAO – Technical Budget Support Unit (UTAO) of the Assembly of the Republic

He was also an Assistant Professor of Finance (with Aggregation) at the ISEG-Lisbon School of Economics and Management, University of Lisbon.


António Leitão Amaro – Minister of the Presidency

He will be 44 years old on April 2nd, the day Luís Montenegro’s government takes office.

Born in Caramulo, Tondela, he has been vice-president of the PSD since 2022.

He was Secretary of State for Local Administration in the government of Passos Coelho.

Professor of Public Finance at the Faculty of Law of the University of Lisbon and at Católica Global School of Law.

He has a Masters in Law from Harvard Law School at Harvard University, a Degree in Law from the University of Lisbon and postgraduate degrees in Economics from the University of Lisbon, and in Regulation and Competition from the University of Coimbra.


Paulo Rangel – Minister of State and Foreign Affairs

He turned 56 in February 1968.

Born in Vila Nova de Gaia, he was president of the PSD parliamentary group between 2008 and 2009, during the leadership of Manuela Ferreira Leite.

Since 2022 he has been vice-president of the PSD.

Graduated in Law from the Faculty of Law of the Universidade Católica Portuguesa, he is a lawyer by profession.

He was elected deputy to the Assembly of the Republic in the 10th legislature, in 2005, when he formalized his membership in the PSD.

In 2009, he headed the Party’s list for the European Parliament elections, which he won.

In 2015 he was elected vice-president of the PPE (European People’s Party) at the Madrid congress.


Manuel Castro Almeida – Deputy Minister of Territorial Cohesion

Born in 1957, he is 67 years old and has a degree in Law from the University of Coimbra.

Between 1993 and 1995 he was Secretary of State for Education and Sports.

At the party level, he held several positions, namely Deputy Secretary General and Vice-President of the PSD, and is currently National Advisor of the PSD.

Miguel Pinto Luz – Minister of Infrastructure and Housing

He is 47 years old, vice-president of the PSD, also since 2022. Vice-President of Cascais City Council

He was Secretary of State for Infrastructure, Transport and Communications, under Passos Coelho, in 2015.

Fernando Alexandre – Minister of Education, Science and Innovation


PhD in Economics from the University of London, Birkbeck College.

He served as Deputy Secretary of State to the Minister of Internal Administration in the XIX Constitutional Government of Passos Coelho.

Ana Paula Martins – Minister of Health

Pharmacist and former president of the Order of Pharmacists (2016-2021).

It was on February 1, 2023 that Ana Paula Martins took over the management of the board of directors of the Centro Hospitalar Universitário de Lisboa Norte (CHULN), which includes Hospital de Santa Maria and Hospital Pulido Valente. The first person chosen by Fernando Araújo, as executive director of the SNS, to lead the second largest hospital center in the country (the first is Coimbra), took office.

Margarida Blasco – Minister of Internal Administration

Judge, in 2012 she assumed the position of Inspector General of Internal Administration (IGAI), the body that supervises the police. She was general director of the SIS – Information and Security Service.

Rita Júdice – Minister of Justice

He was head of the AD list for the district of Coimbra.

She has a degree in Law from the Faculty of Law of the Portuguese Catholic University, Lisbon School (1997).

She has more than 25 years of experience as a lawyer in the area of ​​real estate law.


Pedro Reis – Minister of Economy

He is 56 years old, presided over the Agency for Investment and Foreign Trade of Portugal (AICEP, between 2011 and 2014) and, since July 2023, has coordinated the PSD’s Believe Movement, a platform for political discussion with civil society, enshrined in the motion from Luís Montenegro to the party leadership.

Pedro Duarte – Minister of Parliamentary Affairs

He is 50 years old, a lawyer and currently a Microsoft employee. In the leadership of Luís Montenegro’s PSD, he assumed the role of coordinator of the CEN, an advisory body to the management that prepared the bases for the party’s electoral program.

Former leader of the Social-Democratic Youth, he was a deputy, Secretary of State for Youth in the XVI Government led by Pedro Santana Lopes and was national director of Marcelo Rebelo de Sousa’s first presidential campaign.

Nuno Melo – Minister of National Defense

At the age of 58, he joined the list for the Porto constituency and was elected deputy, marking the return of the CDS-PP to the Assembly.

Lawyer by profession and leader of the CDS-PP for two years, Nuno Melo was born in Joane, Vila Nova de Famalicão (district of Braga).

From 2009 until this year he was an MEP, part of the European People’s Party group, a place he left to take on the role of deputy in this new Legislature.


Maria do Rosário Palma Ramalho – Minister of Labor

She is a full professor at the Faculty of Law of Lisbon, where she coordinates and governs the subjects of Labor Law and General Theory of Civil Law, in the Bachelor’s, Master’s and Doctorate Courses.

Rosário Palma Ramalho argued, in an interview with Jornal de Negócios in 2021, that “in the digital era, labor law will be more necessary than ever”. When commenting on teleworking legislation, he pointed out that “fast legislation is synonymous with bad legislation”. “Diplomas have to have a certain reflection”, he argued.

Maria da Graça Carvalho – Minister of Environment and Energy

The MEP returns to the ministries after having been Minister of Science under Durão Barroso and Santana Lopes.


Margarida Balseiro Lopes – Minister of Youth and Modernization

He is a jurist and Vice-President of the PSD National Political Commission.

He currently works for a multinational audit and consultancy company.

In 2015, she was elected deputy to the Assembly of the Republic, having ceased her duties in 2022. She was a member of several parliamentary committees, with emphasis on the Budget and Finance Committee and the Education, Science, Youth and Sports Committee.

He held several positions at JSD, having been President of the JSD National Political Committee between 2018 and 2020.

José Manuel Fernandes – Minister of Agriculture and Fisheries

At this time, he is a member of the Budget committees in the European Parliament — where he assumes the role of PPE coordinator — and Economy committees.

He has been a member of the Agriculture and Rural Development Committee since July 2023.

Dalila Rodrigues – Minister of Culture

Until now, she was the current director of the Belém Tower and Jerónimos Monastery. The new minister has already taught at the Escola Superior de Educação de Viseu, has a PhD in Art History, and has experience in the field of arts, particularly in the area of ​​museology.

Dalila Rodrigues was also director of the Museum of Ancient Art.
