A new service model based on the integrated service of the various public administration entities, the Cidadão brand and the new citizen card will be presented this Friday, the Secretary of State for Administrative Modernization told Lusa. Mário Campolargo chairs the presentation session of the “new Generation of Public Services: + Close, + Agile, + Connected”, which takes place in Lisbon.

“As we mark 25 years since the first Citizen’s Store, in line with our commitments with the PRR [Plano de Recuperação e Resiliência] and under the motto of a new generation of public services that are closer, more agile and more connected, today we present three new features”, stated the Secretary of State for Digitalization and Administrative Modernization.

New citizen card issued on June 10th

The Government will present the new generation of the citizen card, “more complete, safer, more digital (…), very innovative in technological terms that presents the technology contactless [sem contacto]which simplifies the reading of information and opens (…) new use cases”, placing it at the “epicenter of what I would call a more active digital citizenship”.

“This advantage of contactless it allows the interaction of services with a citizen card, the reading of the information that is there, to be faster, more in line with what we have today on our bank cards or other types of cards”, he highlighted.

This new model of citizen card, which involved an investment of nine million euros, will begin to be issued on June 10, 2024 and will replace expired documents and those that expire from that date onwards, the Ministry of Justice said to the PUBLIC: “It will ensure greater physical and electronic security, through a chip contactless technology that will allow it to be used in different situations, whether in public services or in the private sector, without the need to use a card reader.”

The identification document will also undergo visual changes: the photograph will be larger, to better identify the holder, and the chip will be on the back. O designsays the State Secretariat, “links functionality and European standards to elements of culture and national identity”: “Motifs and patterns are visible in the artistic cobblestones of Portuguese sidewalks, such as Mar Largo.”

Created in accordance with the ICAO (International Civil Aviation Organization) standard, the new citizen card aims to “improve the accuracy and efficiency of border control and security processes”. In the future, the citizen card could be used to travel on public transport or access shows with electronic tickets.

Public administration in one place

A “new service model will also be presented which is based on the integrated service of the various public administration entities in a single location, and this single location can be a physical space, such as stores or Cidadão spaces, digital space in the single service portal or in the future app Citizen,” he said.

In both spaces, “closer, faster, more intuitive and friendlier service is guaranteed to all citizens, whether they are individuals or businesses, so that they can resolve their issues with the minimum of effort and time”, highlighted.

The Cidadão brand is also presented, “”a unifying approach that precisely reinforces the presence of the citizen at the center of all State actions”. Thus, in “a very practical way”, when you want to “deal with one or more issues in person , for example from Social Security or Registries and Notaries, from the Institute of Mobility and Transport [IMT] or Finance in a physical space such as the Citizen’s Store, there are single and integrated counters available”, he explained.

In this way, “the citizen will not necessarily need to know which entity is responsible for the matter that took him” to the Store or Citizen Space, “it being the State that has to organize itself to provide a simple and integrated service, using the opportunities that are opened up by the progressive digitalization of public administration and innovative technologies such as artificial intelligence [IA]”.

The same happens on your cell phone or computer, from the moment you access the digital space, “a new version of the portal and a new Citizen application”.

“[Nestes dois espaços digitais] we will deliver and add more and more services and mobile applications with a more intuitive user experience”, he said, highlighting the launch of the new app Citizen, which “will adopt a personalized relationship” with the specific citizen, “anticipating their needs and preferences, concentrating all the information that is relevant to their interaction with the State”, he explained.

He added that the new service model “will begin to be implemented in Lojas de Cidadão 3.0, for which the PRR notice is currently open”.

“[No reforço do PRR] It was understood that we should guarantee an even greater presence of Citizen Stores, Citizen Spaces, Mobile Citizen Spaces throughout the country and, therefore, we opened these new ten Citizen Stores with this new service model, we also opened a hundred more, in a total of 400 Citizen Spaces, and we will have the opportunity to enjoy 24 Mobile Spaces.”
