A National Federation of Doctors (FNAM) requested an “urgent meeting” with the new Minister of Health, Ana Paula Martins, hoping for a dialogue “more fruitful than the negotiations with the previous minister”.

In a statement on its page, the union structure clarifies that “it is urgent to begin swift and pragmatic negotiations, to avoid the chaos that was experienced in 2023, with Emergency Services closing in dominoes from North to South of the country, due to a lack of doctors“.

“Solutions are still needed so that the National Health Service (SNS) guarantees family doctors for the entire population, as well as timely consultations and surgeries in the SNS, instead of vouchers for consultations and surgeries in the private sector”, reads up in the note.

The FNAM also defends “the reinstatement of the 35-hour week and 12 hours of weekly work in the emergency service, the resizing of family doctors’ user lists to 1,500 users and the reinstatement of the permanent availability supplement for health public”.

And he continues: “FNAM’s proposal also focuses on an Exclusive Dedication regime, optional and duly increased for all SNS doctors, replacing the current Full Dedication regime, implemented by the previous Government, which violates the Constitution and European directives of work.”

The union structure also emphasizes the importance of “the reintegration of interns into the medical career, the salary increase of all doctors, without exception, including those with individual employment contracts pre-2013, the replacement of vacation days taken during the intervention of the troika , as well as the review of parental protection measures for doctors”.

“There is no time to waste and negotiations must begin immediately”, reaffirms the FNAM, highlighting that “the new Government and the new Minister of Health are responsible for finally valuing the medical career and recovering the SNS as one of the pillars of our democracy”, he concludes.

It should be remembered that negotiations between the Government and doctors’ unions began in 2022, but there was no consensus on key issues such as salary increases for all doctors and the new full dedication regime, with talks being guided by strikes.

The Prime Minister, Luís Montenegro, and the ministers of the XXIV Constitutional Government took office on Tuesday and the Secretaries of State on Thursday. The debate on the Government program is scheduled for April 11th and 12th.
