Teixeira Duarte won the international public tender, despite not having the lowest price. Competition rules assigned a weight of 60% to the price and 40% to the quality of the project. If the jury maintains its decision, the work should be awarded in the first weeks of April.

The consortiums led by the Spanish companies Acciona and Ferrovial and the Brazilian company ABB contested the preliminary result of the international public tender for the IP3 widening works, between Viseu and Santa Comba Dão, according to Eco this Wednesday. Teixeira Duarte won the tender, despite not having the lowest price.

The rules of the competition, launched in July 2023, attributed a weight of 60% to the price and 40% to the quality of the project. It was based on this second criterion that Teixeira Duarte gained an advantage over its competitors, with the IP3 expected to have a “motorway profile” for a large part of the route.

Ferrovial had, however, presented the lowest value (103.3 million), followed by Acciona (109.2 million). The group formed by Teixeira Duarte, Gabriel Couto and Embeiral presented the fourth best value (118.2 million). If the jury maintains its decision, the work should be awarded in the first weeks of April. At stake is the duplication of the section between Santa Comba Dão and Viseu, with a planned budget of 130 million euros.
