STAL continues the fight for the rights of Local Government workers

The National Union of Local Government Workers delivered a Resolution to demand the correct payment of the Penosity and Unhealthy Supplement and the application of the assessment of Local Government workers, and the ANMP showed itself available to intercede with the local authorities, urging them to comply with what the law determines.

Half a hundred STAL leaders and delegates, from all over the country, protested, this Monday (1st), at the headquarters of the National Association of Portuguese Municipalities (ANMP), against the failure to pay the Penosity and Unhealthiness Supplement ( SPI) and the application of the assessment of Local Government workers, with serious harm to the development of their careers and remuneration.

STAL has denounced such situations on several occasions, but the continuation of these situations justifies this intensification of the struggle, in order to counter the tendency to limit workers’ rights.

As part of this public action of denunciation and protest, a STAL delegation delivered a Resolution listing several cases of non-compliance, urging ANMP to remind municipalities that non-compliance with the law is unacceptable, with the association – through its general secretary , Rui Solheiro – committed to raising awareness among local authorities in this regard.

WORKERS DEMAND APPLICATION OF THE ASSESSMENT

As in the SPI, also in relation to the worker evaluation system (SIADAP), many municipalities still do not comply with the law, or do so in a very biased way, with serious losses for their workers.

Although STAL defends the repeal (and its replacement with a formative, fair and quota-free evaluation system) of SIADAP – which is extremely penalizing for workers’ progression, creates salary and professional inequalities, and which in no way contributes to the improvement of Public Services, nor the much-vaunted “training” of workers –, its application depends on the right to progression and change of position in the TRU-Salary Table, which means more money at the end of the month to cover the high cost of life.

STAL has denounced these situations on several occasions, such as the one it promoted in 2021, also with the ANMP (in Coimbra), but the continuation of these situations justifies this intensification of the struggle, in order to counter the tendency to limit workers’ rights, which, for STAL, is unacceptable, especially in this year when the 50th anniversary of the Revolution of April 25, 1974 is celebrated, which enshrined, among other important rights and achievements, Democratic Local Power and respect for workers’ rights.
