These are some of the 10 points that the FNAM will take to the meeting scheduled for Friday with the Minister of Health, Ana Paula Martins, and which were defined in the National Council last Sunday.

Among the 10 points considered fundamental by the FNAM are also the replacement of the normal weekly working period of 35 hours and the updating of the salary scale, the reinstatement of the medical internship as a category for entry into the medical career and the replacement of 25 working days of vacation. per year and five additional days of vacation, if taken outside the peak season.

On the table will also be the implementation of progression in remuneration positions in each category and streamlining of competitions, as well as the guarantee that, with the current weighting of the list of users, the maximum of 1550 per family doctor can be met, as well as the end of the concept of “non-user user”.

In a statement, the FNAM recalls that most of these points “are not related to remuneration, but to working conditions” and says that “it is in the hands of the Government and the new Minister of Health” to express openness to accepting these measures, hoping for a “serious negotiation, without behind-the-scenes games”.

As for the new legislation that came into force at the beginning of the year and which governs the USF and ULS – which were generalized by the Executive Directorate of the National Health Service (DE-SNS) who resigned on Wednesday – the FNAM had already expressed concern about the future of the SNS with regard to the functioning of health centers.

In a statement released last week, the federation considered that the new ULS came into operation “without any strategic vision” and compromising the autonomy of the USF, as well as a preventive vision of medicine, which is now focused on hospitals and disease.

At the time, he recalled that this legislation led to the dissemination of USF throughout the country, but these “differ significantly from those that already existed on the ground since 2006, particularly with regard to the methodology associated with calculating remuneration supplements, which leaves doctors uncomfortable in their clinical practice”, as it “puts into question the quality of care provided” and the “technical-scientific independence of professionals, conflicting with ethical and social justice principles”.

The metric that defines financial incentives (Team Performance Index) now includes indicators for medication prescription and complementary diagnostic tests.

In this regard, the federation will also put on the table at Friday’s meeting with the guardianship the “autonomization of the legal regime for the organization and operation of the USF in its own diploma” and the “immediate repeal of the Team Performance Index and of the User Complexity Index”.
