Meeting in Coimbra on April 20th, the National Council of the National Federation of Doctors (FNAM) defined 10 fundamental points for an understanding with the Government to renegotiate the medical career, which they sent first hand to the new Minister of Health, Ana Paula Martins, and which he will defend at the start of the first negotiating dialogue meeting scheduled next Friday, April 26th, at 11 am, at the Ministry of Health.

The fundamental points to resolve the urgency of the crisis in the NHS, in order to retain doctors in the NHS and guarantee the provision of healthcare to the population, are:

1. Reinstatement of the normal base weekly working period of 35 hours and updating the salary scale;

2. Reinstatement of the Medical Internship as a category of entry into the Medical Career;

3. Implementation of progression in salary positions in each category and streamlining of competitions;

4. Restitution of 25 working days of vacation per year and 5 additional days of vacation, if taken outside the peak season;

5. Given the hardship, rapid wear and tear of the medical profession, the possibility of retirement or early retirement for doctors with 36 years of service or at 62 years of age without penalty;

6. Normal work in the Emergency Service for a single weekly period of up to 12 hours;

7. Guarantee, with the current weighting of user lists, compliance with a maximum limit of 1917 weighted units or 1550 users, depending on which is reached first, as well as putting an end to the concept of non-user user and ensuring the effective management of the doctor from your user list;

8. Possibility of an exclusive, optional and increased dedication regime;

9. Revocation of ULS diplomas, Full Dedication and respective annexes from USF and CRI;

10. Autonomization of the legal regime for the organization and operation of the USF in a specific diploma with immediate revocation of the Team Performance Index and the User Complexity Index, with the repristination of specific activities and the weighting of the list by age group.

We remind you that the vast majority of these points are not related to remuneration, but to working conditions, which aim at the possibility of reconciling professional and personal life, as well as career development and advancement.

It is in the hands of the Government and the new Minister of Health to express openness to accept these measures, from whom we expect competence and serious negotiation, without behind-the-scenes games, where the FNAM will not accept the loss of rights.
