Banco de Portugal carries out 150 cooperation actions in 2023

The majority of actions (112, equivalent to 75%) were carried out with Portuguese-speaking countries, followed by countries neighboring the European Union (17), Latin America and the Caribbean without Brazil (eight), sub-Saharan Africa without Portuguese-speaking countries (eight) and Asia and the Pacific without Timor-Leste (five).

Despite the reduction in the number of initiatives, the banking regulator points out that the bank’s involvement resulted in “more days allocated to cooperation activity (1,591 in 2023, 1,221 in the previous year) and the expansion of the set of partner entities”.

Exactly half of the cooperation actions represented technical assistance, with the BdP developing 23 courses and seminars and 23 internships and work visits. 19 meetings and conferences and 10 scholarships or projects were also organized.

Governance and support was the most discussed topic, with 60 of the initiatives relating to this topic, followed by representation and international relations (31), supervision and financial stability (25), market operations, payment systems and treasury issuance ( 18) and economic and statistical analysis (15).

The Covid-19 pandemic encouraged the carrying out of initiatives remotely, but this has lost ground again and in 2023, face-to-face initiatives once again represented more than half (53%) of those carried out by the BdP. “The total lifting of restrictions on travel resulted in a greater demand for in-person actions (…) and, consequently, an increase in the average duration of actions”, states the report.

More than a third (36%) of the initiatives had multilateral contours, something that the regulator itself pointed out has “become relevant”.

In bilateral terms, Portuguese-speaking countries in Africa were those that had the most initiatives, notably Cape Verde (19), Mozambique (18), Angola (14) and São Tomé and Príncipe (11). Still in Africa, the BdP highlights the three initiatives with Tunisia.

Timor-Leste had six actions, Brazil four, Ukraine three and the remaining countries 18.

The cooperation initiatives in 2023 involved 45 partner entities, 25 structural departments, 1,223 participants and 621 workers.
