AD has four priorities to approve in 60 days

Luís Montenegro will be the next prime minister and, with his inauguration just around the corner, on April 2nd, he has already established the areas that should be part of the Democratic Alliance’s (AD) emergency action plan.

Sources close to Montenegro tell Jornal Económico that the prime minister-designate “will have to decide and approve measures in these four areas defined as priorities for the next 60 days”.

This action plan differs slightly from the one Montenegro had outlined. Now, the negotiations with the police forces and the return of service time to teachers are to the background.

Health emergency plan

The emergency plan for the National Health Service (SNS), to be implemented by the end of 2025, will have to be approved by June, that is, in the first 60 days, as Montenegro promised during the campaign.

This plan, based on three axes, would start by reducing deadlines for scheduling family health appointments and including teleconsultation as an alternative to in-person care. Montenegro also wants to provide nurses and family doctors using the private and social sectors.

The network and incentives in emergencies would be redefined for “all professionals”, said Montenegro, who wants same-day care in case of acute illness.

“We want to ensure same-day care when dealing with an acute illness,” he said, guaranteeing special attention in the areas of obstetrics and pediatrics.

In specialty consultations and surgeries, whenever the response time exceeds an hour of waiting, Montenegro wants to install the attribution of a ‘voucher’ so that the user can choose another service provider.

“Health needs structural changes that take longer to implement and produce effects, but this emergency plan has a goal: by the end of 2025, end waiting lists that exceed the maximum guaranteed time and provide a family medicine response to all users in Portugal”, he said.

Montenegro promises a reduction in bureaucracy and a new friendship with investors, without forgetting public investment.

The Social Democrat also promised a maximum IRS rate for young people up to 35 years old, the IMT exemption stamp duty on the purchase of the first home and the State guarantee to ensure 100% bank financing of the value of the home purchase.

“My commitment is, at the beginning of the Government, let’s take the end result – which has not yet been delivered – by the Independent Technical Commission and decide. We will decide, we will try to reach consensus with the PS, which will be the largest opposition party at the time. If we don’t succeed, we will move forward”, assured Luís Montenegro, at a lunch organized by the Portuguese Tourism Confederation (CTP).

Increase in CSI

Increase the reference value of the Solidarity Supplement for the Elderly (CSI) to 820 euros in the first phase of the legislature and “equal to the National Minimum Wage” in a possible second legislature is one of the AD’s major commitments.

“To this we will add active aging policies and increased support for the purchase of medicines. We are preparing our program, in which we will include 100% support in situations of proven economic insufficiency for the treatment of the most chronic pathologies”, guaranteed Luís Montenegro.
