“O Telegram, from a national security perspective, is definitely a problem. You need to understand this. I am absolutely against the oppression of freedom of expression, but this is already too much. In our country, anyone can create a channel, start writing whatever they want on it and, when something starts to be done, they protect themselves with freedom of the press”, said Budanov, quoted by the Europa Press agency.

Earlier this week, the Ukrainian parliament registered a bill to regulate large-scale messaging platforms such as Telegram.

The text of the document, according to the news agency, which cites the Ukrainian counterpart Ukrinform, points out that these platforms can be “associated with an aggressor state”.

Still, Budanov admitted that Telegram can also be used by Ukrainian authorities to disseminate information to the population living in territories temporarily occupied by Russia, such as Donetsk, Lugansk, Kherson or Zaporizhia — annexed by Moscow in 2022 — or the Crimean peninsula.

“The most interesting thing about Telegram is that everyone reads it. In many ways, it has a destructive effect on Ukraine, but it is also thanks to it that it is possible to communicate something to people in the occupied territories”, Budanov pointed out.
