ANDIn a letter addressed to the Legislative Assembly, Ireneu Barreto states that the signing of the diploma is based on the assumption that it does not violate the so-called “brake device”, that is, that it does not result in an increase in expenses or a decrease in expected revenue in the budget of the autonomous region.

“Although this is not explicit in the preamble of the diploma, the explanatory note presented by the proponents of the draft regional legislative decree [PSD e CDS-PP] states that it does not have any financial impact on the Regional Budget”, explains the representative of the Republic in a statement.

The Government of Madeira, part of the PSD/CDS-PP coalition, with the parliamentary support of the PAN, has been in management since the beginning of February, after the president of the executive, the social democrat Miguel Albuquerque, asked to resign from his position after having been named a defendant in a process investigating suspected corruption in the archipelago.

On Wednesday, the President of the Republic, Marcelo Rebelo de Sousa, decided to dissolve the regional parliament and call early elections for May 26th.

The project that creates the Reduced Income Program was debated generally and specifically and approved in a final majority vote on March 19, with favorable votes from the PSD, the CDS-PP, the PAN (parties that support the Regional Government), from PS, JPP, Chega, IL and BE, with the abstention of the sole PCP deputy, Ricardo Lume.

During the debate, social democratic deputy Valter Correia explained that the Reduced Income Program is aimed at households with a gross annual income between 10,200 and 59,500 euros, with the value of the rent, with a contract for five years, renewable for another two, cannot exceed 35% of the monthly salary.

The Reduced Income Program uses public housing or is managed by the public company Investimentos Habitacionais da Madeira (IHM) and replaces the Affordable Income Program, which was based on the leasing of houses in the region to the private sector, which were then subleased to needy families. .
