Health, Education and security forces. These are the main priorities that Luís Montenegro will have to respond to when he leaves the Ajuda Palace as prime minister this Tuesday. It will be the third time that Marcelo Rebelo de Sousa will inaugurate an Executive, this time led by the PSD and in a minority.

The President will be the first to speak after swearing in the new Executive. The new prime minister follows. About three weeks after the legislative elections, Luís Montenegro will break the silence he has maintained since the legislative elections. He kept a large part of the government’s leadership secret and only made short statements after the hearings with Marcelo Rebelo de Sousa and during a visit to Brussels.

Friday will be the day the Secretaries of State take office. Then it is necessary to start the dossiers promised in the campaign. In the following week, with the presentation of the Government’s program, the Portuguese will have a clearer idea of ​​how the Executive intends to implement the most urgent matters.

Montenegro promised, for example, a Health program in two months. It is also necessary to know how and when teachers’ service time will be replaced, a negotiation that could be difficult, as teachers want a faster process. In the security forces, the desire is to start negotiations as quickly as possible. It is not yet known how available the Executive is to equalize the risk allowance for all security forces. What is certain is that he will face a motion to reject the PCP.

PS bench still to be filled
The largest opposition party does not yet have its leadership defined. The Socialist Party is waiting for members of the outgoing Government who will take over as deputy. Many are big names in the party. Fernando Medina, Mariana Vieira da Silva, Manuel Pizarro and José Luís Carneiro are just some of the names from the previous Executive that should complete the parliamentary bench.
